- Request for Information (RFI) on Near Term Counter Communications Weapons System The Air Armament Center (AAC) at Eglin AFB, FL is requesting information describing concepts for a near-term Communications Defeat System. The emphasis of this effort is to identify mature, low-med risk, non-developmental, non-kinetic integration opportunities for potential near-term (< 12 months) fielding solutions. Responses to this RFI will be used by AAC to perform studies and analyses of the cost, schedule, technical risks and potential for demonstration and Quick Reaction Capability. For this effort, responses to the RFI should address the concept as a fieldable capability. Additional detailed requirements may be obtained by emailing your company's CAGE code to Lt. Patrick Kawonczyk (patrick.kawonczyk@eglin.af.mil), Ronald Rabiansky (ronald.rabiansky.ctr@eglin.af.mil) and Tom Smith (thomas.smith@eglin.af.mil). The additional detailed requirements will be mailed to the classified mailing address your company has registered with the CAGE code. How to Respond to this RFI Respondents will provide the Government a description of their Counter-Communications concept to include a quad chart with OV-1 (template provided - see attached) and detailed technical description of the proposed system capability. The response should provide the government with an in-depth analysis of the technical, cost and schedule risks. The technical description should also include: - Name of the prime contractor and any sub-contractors - Size, Weight, and Power requirements of the concept - List of which platforms could potentially host the concept - Description of the concepts technology - Description of the operational capabilities delivered by the concept - Description of any unique operational considerations needed to enable the concept - How the system will be used - Maturity of the system to include TRL of all sub-systems - Assessment of platform integration complexity - if required - Top-level schedule to produce, demonstrate and field a capability - Rough Order of Magnitude (cost or hours) necessary to deliver a fieldable system - Description of Contractor equipment and GFE required - Estimated system performance in the following environmental conditions 1. Urban environment 4. Poor Weather Conditions 2. Rural environment 5. Flat Terrain 3. Mountainous terrain 6. Offerors must be authorized to handle classified US Government information up to Secret level. Qualified foreign-owned companies are welcome to respond. This request for information (RFI) is for planning purposes only and shall not be considered as a request for proposal (RFP) or as an obligation on the part of the AAC to acquire any products or services. The AAC does not plan to award a contract based on the responses from this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs of charges by the AAC will arise as a result of contractor submission of responses to this RFI or the AAC's use of such information. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. All information contained in this RFI is preliminary, as well as subject to modification, and is in no way binding on the AAC. Industry is encouraged to provide relevant examples of ongoing and previous contractual efforts with the Government that support the desired capabilities described. Additionally, the Government may request further details based on initial submittals. Ensure proprietary and classified data is marked appropriately. AAC/XR uses Systems Engineering and Technical Assistance (SETA) contractors to fulfill its mission requirements and to review technology capabilities solicited in this RFI. Service contracts contain an organizational conflict of interest clause that require service contractors to protect the data, and prohibits them from using the data for any other purpose than for which it was presented. Deadlines Technical descriptions of proposed concepts must be submitted no later than 7 March 2011. Technical descriptions of proposed concepts submitted after the deadline will not be considered.
