Description
The 934th Airlift Wing will be soliciting for Project #QJKL 08-0053, Repair Mobility Processing Bldg. 813. Work to be performed within NAICS code: 236220, size standard $33.5M. Work to include (but is not limited to) recoating of concrete floor, lighting improvements, communications rack relocation, HVAC upgrades, construction of new bathrooms, new drinking fountains, emergency eyewash/shower, electrical power upgrades and other associated work related to installing a new hydraulic test stand. Location will be at bldg. 813, at Area N at Minneapolis-St Paul Air Reserve Station, Minneapolis MN. Performance period is 150 days. A Request for Proposal (RFP) is comtemplated utilizing a best value source selection procedure as described in FAR 15.3, AFFARS 5315, and MP5315.3 with a 30 day response time after issuance. In using this approach, the Government seeks to award a contract to the offeror who gives the Air Force the greatest confidence that they can meet our requirements. This acquisition is being solicited pursuant to FAR 19.10, Small Business Competitiveness Demonstration Program and is issued as a Total Small Business Set-Aside, competitive RFP. Magnitude of acquisition is between $500K and $1M. The offerors proposal must convey to the Government that the offeror is capable, possess sufficient technical expertise and experience, possess sufficient resources, is able to plan, organize and use those resources in a coordinated and timely manner such that the technical requirements shall be achieved and costs shall be controlled. All small businesses may submit a proposal, which will be evaluated as per the criteria identified in the RFP. The solicitation will be available via electronic means only, on or about 15 March 2011. The entire solicitation will be posted at this website https://www.fbo.gov or a CD-Rom containing the entire solicitation will be available by written request to the Contract Specialist identified herein. Telephone requests will not be honored. Plans and specifications will also be available for examination without charge at the Contracting Office upon coordination with the assigned Contract Specialist. All contractors must be registered in the Central Contractor Registry (CCR) database to be eligible to receive award http://www.ccr.gov and have completed the On-line Representations and Certifications at http://orca.bpn.gov. A bidders list will not be maintained, interested vendors should sign up on this web site to receive notices.
