- BLANKET PURCHASE AGREEMENT AMD#1 AMENDMENT NO. 001. THIS AMENDMENT IS TO REPLACE THE ALL INFORMATION PREVIOUSLY ISSUED UNDER THIS SOLICITATION WITH REVISED INFORMATION, INCLUDING AN UPDATED DUE DATE FOR RESPONSES. OFFERORS ARE STRONGLY ENCOURAGED TO REVIEW THE CHANGES DESCRIBED IN THIS AMENDMENT AND ARE REQUIRED TO RESPOND IN ACCORDANCE WITH THE INSTRUCTIONS SET FORTH HEREIN. I. OVERVIEW: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; responses are being requested and a written solicitation will not be issued. This requirement is also a 100% small business set-aside. The document # is BEP-RFQ-11-0040 and this is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48 including amendments effective January 31, 2011. This requirement is being set-aside as a Total Small Businesses set aside under NAICS code 423840 Industrial Supplies Merchant Wholesalers. Only qualified small business Offerors may submit responses. The Government anticipates awarding one or more Blanket Purchase Agreements (BPA). II. REQUIREMENT: The Bureau of Engraving and Printing (BEP) has a requirement to purchase various supplies under NAICS code 423840 Industrial Supplies Merchant Wholesalers. The BEP currently has facilities located in Fort Worth, Texas and Washington, DC. To obtain these various supplies the BEP is seeking to establish multiple BPAs with qualified vendors. Refer to the attached document for additional information regarding this requirement as well as the general terms and conditions of the BPA. Companies must be capable of providing a wide variety of various supplies (e.g. materials, chemicals, etc) that fall under this NAICS code in order to be considered for award of a BPA. III PROVISIONS & INSTRUCTIONS : A. General: Interested parties shall provide a response in accordance with the below instructions. Response shall be provided on company letterhead, reference BEP-RFQ-11-0040 and submitted to the attention of Rosa Lee, Lead Purchasing Agent. Responses shall include the following information 1. Past performance information demonstrating experience in providing the types of items found under the aforementioned NAICs code. Past performance shall include at least three (3) references, be limited to and include the following information for each reference: • Name of contracting activity/company. • Total contract/subcontract value. • Description of the contract/subcontract. • Point of contact; name, e-mail address and/or telephone number. • Period of performance. Offerors that are newly formed entities without prior contracts should include a statement to that matter. 2. Pricing: a. Proposed discount methodology (e.g. volume, set %, etc) and b. Proposed Prompt payment discount; 3. Technical and Company Capability: a. A technical and company capability narrative, not to exceed seven (7) pages, demonstrating the company's capabilities to provide the BEP the full extent of items found under the aforementioned NAICs code. The narrative shall provide the Government with a reasonable assurance that the company has the relevant capability required to meet or exceed the requirement; b. Brochures, lists and any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. B. Provisions: The following provisions apply to this solicitation: 52-212-1 Instructions to Offerors-Commercial Items; 52-212-3 Offeror Representations and Certifications-Commercial Items; 52.219-6 Notice of Total Small Business Set-aside IV. DUE DATE: Responses are due no later than 1:30 P.M. Eastern Time March 8, 2011 and will be accepted either via fax at 202-874-2200 or by e-mail sent to rosa.lee@bep.gov. V. EVALUATION AND AWARD: The Government will evaluate responses received to determine the award of a single or multiple BPAs to the offeror(s) who represent the best value to the Government.
