- Request for Information HSTS04-11-I-ST2054 Corrective Maintenance for FirstDefender RM S1 I. Purpose This is a Request for Information (RFI) as defined in FAR 15.201(e). The Transportation Security Administration (TSA) is requesting information and seeking only small business sources to provide hardware and software corrective maintenance support of the FirstDefender RM nationwide. II. Background FirstDefender RM S1 is a handheld device used for rapid and accurate identification of unknown chemicals at airports nationwide. When a system malfunctions or breaks, the contractor will have to provide corrective maintenance to repair the problem. Corrective maintenance can include, but is not limited to laser repair, screen repair, or battery replacement. Additionally, software will be updated and maintained which includes upgrades and library expansions. The contractor will be available to assist TSA personnel 24 hours a day 365 days a year with any problems with the equipment. Quantity of units in service currently: 135 Part Number: 800-00171-01 Period of performance: One (1) base year from date of award and four (4) option years. Anticipated date of award: March 31, 2011 Location: Units are located at airports nationwide The North American Industry Classification Standard (NAICS) code for this requirement is 334511. III. Information Required To maximize the potential opportunity for small business participation, TSA is seeking input from the small business community regarding their capability in performing corrective maintenance of the FirstDefender RM. TSA requests demonstration of capability by small businesses through the submission of a capability statement in accordance with the following criteria. All capability statements must: 1. Not exceed two (2) pages, size (12) Times New Roman Font. 2. Provide the company's point of contact including name, telephone number, and e-mail address. 3. Shall be electronically submitted to the email address below. 4. Include small business classification(s): (small business, 8(a), HUBZone, Small Disadvantaged business, Small Disadvantaged Veteran Owned business, and Women Owned business) in the submission. 5. Demonstrate an understanding of the requirements listed above and provide the following: A. Address approaches in maintenance support for FirstDefender RM B. Provide a brief history of experience in maintenance support for chemical analysis device. IV. Response Submission Deadline Any questions related to this RFI shall be submitted via e-mail to Shayani Mukherjee at shayani.mukherjee1@dhs.gov no later than 4:00 PM Eastern Standard Time (EST) on Tuesday, March 1, 2011. Capability Statements shall be submitted via e-mail to Shayani Mukherjee at shayani.mukherjee1@dhs.gov no later than 4:00 PM EST on Thursday, March 3, 2011. V. Disclaimer This RFI is for the purposes of market research only. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes and should not be construed as a formal request for proposal or commitment by the Government to form a binding contract, nor will the Government pay for the information submitted in response to this RFI. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the strategy for competitive requirements. The decision to solicit for a contract shall be solely the Government's discretion.
