Description
The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science, intends to award a sole source contract to Gerstel Inc., 701 Digital Drive Suite, Linthicum, MD 21090, for a Multipurpose AutoSampler. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 423490, Other Professional Equipment and Supplies Merchant Wholesalers. The purpose of this procurement is for Gerstel Inc. to provide a robotic system that is used for injecting aliquots for the measurement of compounds in NHANES samples for the trans fatty acid project. Usage of this instrumentation will increase throughput for our laboratory by greater than 100% to assess the U.S. population for the following trans fatty acids: 9-trans hexadecenoic acid (palmitelaidic acid, C16:1 19), 9-trans-octadecenoic acid (eladidic acid C18:1 19), 11-trans-octadecenoic acid (vaccenic acid, C18:1 111), 9-trans-12 trans-octadecadienoic acid (Linolelaidate acid, C18:2 19, 112). Furthermore, using instruments from the same manufacturer would greatly reduce the time necessary to modify a method on a different type of instrument. This would include additional training, method development, and method characterization which could take 1-4 months in revalidating the methods, reprograming software and continuity in instrument sensitivity. Gerstel Inc is the only responsible source capable of meeting all of the Government's requirement because no other vendor could provide this customized autosampling system for the existing GS/MSD system. Gerstel is the only source capable of providing the same specifications, service, warranty service, maintenance and ease of use. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Gerstel Inc.. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 2011-94071 referenced in the subject line NO LATER THAN March 10, 2011 A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
