Description
The Government intends to issue a procurement partially set aside for small business, for the delivery of various types of bulk liquid cryogenic products and specialized gases organized into five Lots, to US Army Aberdeen Proving Ground (APG), Maryland. Lots One, Three, and Four of this procurement will be set aside for small business, while lots Two and Five will be issued as full and open. Lot One will consist of liquid bulk type II in tanks and dewars (Argon, Nitrogen, and Oxygen). Lot Two will include pure and specialized mixture gases in cylinders (Helium Ultra High Purity, Hydrogen Ultra High Purity, Methane Ultra High Purity, Methane/Argon Mix, Acetylene/Nitrogen Mix, and Ammonia/Nitrogen Mix). Lot Three will consist of Propane cylinders. Lot Four will include welding facility gases in cylinders (Acetylene, Argon, Breathing Air, and MAPP Gas. Lot Five will be comprised of bulk Liquid Carbon Dioxide. The complete product listing to include specifications and estimated quantities will be attached to the solicitation. In addition to product, the solicitation will also include requirements for Detention Costs, Delivery Fee for Expedited Delivery, Tank Hot Fill Services, Dewar Replacement, Cylinder Maintenance, and Cylinder Replacement. This partial set aside, competitive procurement will result in as many as five contracts awarded by lot with a performance period of 1 Oct 2011 - 30 September 2016. The Government intends to issue a Fixed Price Requirements contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. Delivery is FOB Destination to Aberdeen Proving Grounds, MD. Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 1 March 2011 and will be posted to the FedBizOpps web page (http://fbo.gov/). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written or emailed requests for the solicitation received directly from the requestor will be acceptable. All responsible sources may submit a proposal, which will be considered by the agency. If you intend to submit an offer, you are required to complete, sign and return the entire solicitation package. All potential offers should contact the contract specialist identified above for additional information and/or to communicate concerns. A Pre-proposal Conference will be held on 9 March, 2010 at 9:30 AM, at Aberdeen Proving Grounds. The Pre-proposal Conference will consist of a briefing of the solicitation and contractual requirements followed by questions and answers. Following the briefing a "windshield" bus tour of APG will be available for offerors to get familiar with the various locations for delivery at APG. Please plan to meet at the Main Visitor's Center.
