Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for the solicitation for Request for Proposal (RFP) N40084-11-R-5504, Whole House Revitalization Midrise 906,Marine Corps Air Station Iwakuni (MCAS), Iwakuni, Japan. This procurement is intended for local sources only in accordance with FAR 5.202(a)(12). Local sources are those persons or entities that normally reside and are licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the US Japan Status of Forces Agreement. The solicitation utilizes source selection procedures which require offerors to submit technical and price proposals. Evaluation of proposals will be based on technical and price evaluation factors as stated in the solicitation, with contract award to be made to the offeror submitting the best value to the Government. The action arising from this solicitation will result in contract award to the responsible offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the US Government considering technical and price evaluation factors. This Design Build Construction project will include, but is not limited to, the labor, supervision, tools, materials, transportation, and equipment necessary to revitalizes 44 enlisted family housing units. This project is to provide improvements to existing 44 enlisted family housing units which include Exterior painting; repairing and painting/resurfacing all interior walls and ceilings, including all common/public areas; repairing and repainting all doors and hardware and closet shelving; repairing cracked/broken concrete sub-base. Replacing roof top perimeter chain link fence and floor mounted fan coil units and associated piping. Installing recessed ceiling mounted fan coil units. Replacing: Building roofing system; all window screens and balcony fences/rails; all main entry doors; kitchen and bathroom cabinets, fixtures and hardware; all concrete finished, quarry tile, vinyl composition tile, sheet vinyl and carpet flooring materials; rooftop chiller, vent/plumbing exhaust fans, drain scuppers and associated piping; rooftop exhaust fan controls; all sewage/domestic drain piping, cold and hot water piping, heating and cooling piping, sewage/domestic vent piping and associated hardware such as gauges, valves and monitoring equipment; elevator motors and cabling; all lighting fixtures, switches, electrical outlets and wiring to meet the Electrical Safety Code; fire alarm system; and TV, Telephone and Internet Access receptacles and wiring. Modernization work includes: Reconfiguration of the main entry, community room, and storage areas to enclose the drive-thru entry to meet anti terrorism and force protection (AT/FP) requirement; installation of elevator safety devices per ASME A17.1-84; installation of private storage room for each unit per floor; installation of aluminum doors and windows meeting thermal and AT/FP requirement; and installation of additional lighting fixtures, electrical outlets and TV, Telephone and Internet Access receptacles and wiring. Performance period is estimated at 450 days from the Notice to Proceed. The North American Industry Classification System code is 236118, Residential Remodelers. The project magnitude is between $10,000,000 and $15,000,000. No notice of solicitation activity will be provided to interested offerors. Interested offerors may view and/or download the solicitation, and any attachments, from Asia Navy Electronic Commerce Online at http://asia.neco.navy.mil when it becomes available on or after 01 April 2011. Proposals will be due approximately 45 calendar days after the issuance of the solicitation at NAVFAC FAR EASTFE ROICC Iwakuni, Japan at the time specified in the solicitation. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
