- DESCRIPTION OF REQUIRED SERVICES FA5000-11-R-0011 Contracted Operations and Information Technology Program Support THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request for information is issued solely for information and planning purposes. It does not constitute a solicitation or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. We are not at this time seeking proposals. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. REQUIREMENT: The government is seeking sources that can provide contracted operations and information technology program support of its Distributed Training Operations Center (DTOC) in Alaska for the Air National Guard Air Force Reserve Command. The DTOC provides expertise and staffing for the execution of Distributed Mission Operations (DMO) events, tests and provide technical and analytical expertise in support of networked operations. This effort includes technical and program management, scenario development, DMO mission execution, data collection, data reduction and analysis, test planning and reporting, requirements definition, system engineering, system software Quality Assurance / Configuration Control (QA/QC) tasks, and Verification, Validation, and Accreditation (VV&A) tasks. DMO uses modeling and simulation to create a common virtual battle space comprised of live systems, virtual simulators and constructive computer generated forces to meet war fighter training objectives. The contractor shall support frequent small-scale, hi-fidelity training events for its primary training audience. The models, simulations, and interfaces used in DMO adhere to Department of Defense (DoD), Simulation Interoperability Standards Organization's (SISO), and industry standards to provide interoperability. These standards, such as High Level Architecture (HLA) and Distributed Interactive Simulation (DIS), provide a common interoperability interface, allowing participants to interface with other models and simulations. In addition, the common standards provided by the Defense Modeling and Simulation Organization (DMSO) and the Air Force Agency for Modeling and Simulation (AFAMS) enable high fidelity modeling of real world, intelligence based, threat and friendly weapons systems. A DMO facility is required to handle secure or classified data must be certified. (SEE ATTACHED REQUIREMENT DOCUMENT) Firms should briefly describe your company, relevant services, history, ownership, financial information, and any other information you deem relevant. Provide the minimum and maximum years of experience and the average years of experience for the required personnel - Provide the Security Clearance Level (i.e. Secret, Top Secret, etc) of the required personnel you are referring. 7. If you do not currently have the personnel, explain how your company will recruit qualified personnel for this requirement 8. Does your company have experience in supporting models, simulations, and interfaces which comply with standards outlined in the Description of Requirement? 9. Does your company have a facility clearance? If so identify the clearance security level. 10. Please list past experience with similar government contracts.
