- PROJNET EXTEDED TO CLOSE OF BUSINESS 25 MARCH 2011. PROPOSAL DUE DATE EXTED TO: 30 MARCH 2011, NO LATER THAN 2:00 PM. PROPOSAL MUST BE IN HARD COPY AND ON CD PER RFP/ SOLICITATION INSTRUCTIONS. Page 6 PROJECT: Set A-Side for Total Small Business. One contract will be awarded as a Single Award Task Order Contract (SATOC) Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Contract (JOC). Offerors are required to provide a coefficient for the expected level of effort on the bid schedule. Additionally, there are CLINS that will require pricing. No drawings are available for this solicitation. No Site visit is schedule at this time. The JOC is a new requirement for Corpus Christi Army Depot. Bonding Requirements - A Bid Guarantee is required in the amount of $4,000,000.00 or 20% of the total contract value. The Bid Guarantee is to ensure the Offeror can be awarded a contract at the minimum base year and are bond capable. Task Orders: After award task orders may require Performance and Payment Bonds within 5 days of task order award. The Performance and Payment Bonds are dependent on the dollar value of the task order. Page 124 (c) The amount of the bid guarantee shall be 20 percent of the total contract price $20,000,000.00 and the minimum base year is $4,000,000.00 whichever is less.- Bid Guarantee is required for the minimum base year. Page 129 52.228-15 PERFORMANCE AND PAYMENT BONDS--CONSTRUCTION (OCT 2010) (a) Definitions. As used in this clause- Pertains to TASK ORDERS Page 190 (4) Time for submittal of the Contractor's task orders for individual requirements will be as agreed upon by the Government and the Contractor for unusually difficult projects. However, all other task orders for projects under $40,000 will be submitted within three (3) working days and those above $40,000 and no more than $100,000 within five (5) working days after receipt of the Request for Proposal for the task order. Task Order Proposals for projects greater than $100,000 will be submitted within eleven (11) workdays. d. Contractor's proposals shall be provided on 1 complete CD diskette with Technical, Price volumes. The Technical Volume is and one original marked hard copy with three additional copies for the evaluation. Price Volume is 1 original hard copy for evaluation. REMOVED: Disks shall be furnished by the Contractor. Page 198 24ASBESTOS ABATEMENT The Contractor shall coordinate all asbestos removal projects with the CCAD's Asbestos Program Management Specialist and execute all projects in strict adherence to the latest installation, Federal, state, and local regulations. 25LEAD-BASED PAINT ABATEMENT The Contractor shall coordinate all lead-based paint removal projects with the CCAD's Facilities Engineering Management Division and execute all projects in strict adherence to the latest installation, Federal, state, and local regulations. 26PCB-CONTAMINATED DIELECTRICS The Contractor shall coordinate removal/disposal of all PCB-contaminated dielectrics with the CCAD's Facilities Engineering Management Division, and execute all projects in compliance with the latest installation, Federal, State, and local regulations. It is not permissible to dilute contaminated dielectrics in an attempt to lower the level of contamination. PCB-contaminated dielectrics must be marked as PCB and transported to and incinerated by an approved EPA waste disposal facility. The Contractor shall furnish to the Government certification of proper disposal. NOTE: 1). Asbestos Project Requirements for all projects at Corpus Christi Army Depot 2). Lead Abatement Project Requirements for Contractors and Consultants. Page 199 f. The use of RAPIDGate procedures may be required and is encouraged. The application will be provided at the Post Award Conference for the contractor. The cost of the application is estimated $150.00 per application plus $150.00 per employee. Subcontractors may be required to meet the same application requirements for Task Orders. See CLIN 0009. Page 199 b. A parcel of land on Corpus Christi Army Depot can be provided to the contractor to stage a site trailer, exact location to be determined upon contract award as designated by the Contracting Officer or his authorized representative. Utilities, connections, fees, internet, phone, meter(s) etc., will be the responsibility of the contractor. The site being designated is expected to have electric, water and sewer hook ups. The Contractor would be required to provide their own trailer and storage to house staff personnel and equipment used in performance of this contract. The contractor may utilize an off-site location at their own expense. If the Offeror is intending to stage a site trailer the Offeror shall include cost on the bid schedule. The Offeror is required to provide a breakdown for mobilization and demobilization cost with their proposal. The amount to be listed on the bid schedule is a roll up cost. See Bid Schedule CLIN 0007. Priced CLIN. Page 201 29SOFTWARE The Contractor will be required to acquire the subscription cost to use as a tool to assist with expedient preparation of cost proposals in response to Government needs if they are purchasing the specific unit price book for Corpus Christi Army Depot SATOC IDIQ JOC. Contractor will be required to provide the subscription purchased invoice for reimbursement. In the event the contractor already has RSMeans and will not be required to purchase additional subscriptions for the Contract base year or option period of performance, then the Offeror may provide a no cost amount for the CLIN 0008. This software will contain an electronic version (copy) of the Unit Price Book (UPB), Volume II (Contractor's UPB), which can be accessed on the equipment utilized by the Contractor to locate and select desired items from the UPB. Once the desired items are selected, the software provides for selection of quantities and, based on the selected quantities, will extend and total UPB costs for each proposal. The software will also permit introduction of non-prepriced items and the application of the multiplier. Page 202 32FIRE PREVENTION AND PROTECTION a. The Contractor shall comply with all fire prevention measures as set forth by the National Fire Protection Association; other recognized fire prevention agencies; and Installation regulations (which can be obtained from the Corpus Christi Fire Department). Each construction site shall be inspected with a frequency necessary to insure understanding and compliance on the part of the Contractor with all applicable provisions of the Base Fire Regulation. Combustible trash will not be destroyed by open fire at the construction site but will be removed off the Installation. Approved types of portable fire extinguishers will be furnished and installed at each construction site by the Contractor. Information concerning approved types is available at the Corpus Christi Fire Department (telephone number (Provided at Post Award Conference.) The Contractor shall obtain permits for any hot work (welding, etc.) from the Fire Department before commencing work. 34LIMITED ACCESS TO CORPUS CHRISTI ARMY DEPOT The Contractor, shall under regulations prescribed by the Installation Base Security, use only established roadways when transporting personnel and/or material in the prosecution of work. The Contractor shall adhere strictly to the above, and shall not develop new ingress or egress roads without specific written instructions from the Installation Base Security. Page 204 39PHYSICAL DATA Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor. a. The indications of physical conditions on the drawings and in the specifications are the result of site investigations and surveys by the Facilities Engineering Management Division. b. Ground Water Levels. It has been observed that ground water levels in heavily timbered or grassed areas quite often undergo a significant temporary rise when the area is cleared and/or stripped. This increase in water level can hinder traffic and construction progress in the affected areas. The duration of the ground water rise varies considerably, depending on prevailing weather and/or climatic conditions. c. Transportation Facilities: Highways and railroads. d. Delivery Point for Government Furnished Utilities: Location of all taps, and connections to existing Government electrical power and water supply lines shall be field designated by the Ordering Officer of the Contracting Officer's Representative. Page 208 53INSTALLATION DESIGN GUIDE (NOT APPLICABLE) TEXT REMOVED 54CONSTRUCTION DRAWINGS The Contractor will utilize AutoCAD to generate all drawings to support his proposal and construction effort. The Government will provide connection to existing Government database of drawings. Contractor is to provide necessary network interface cards, tables, etc. to connect to Government's AutoCAD File Server. Drawings will be submitted on disk and in paper copy. The Contractor shall comply with the following requirements for AutoCAD in the preparation of construction plans for each Task Order issued under this contract. a. The Contractor shall prepare construction drawings/plans (28" X 40" Std. Sheets) for all Task Orders utilizing AutoCAD. b. Format for projects involving buildings include: creating two files for floor plans; a demolition file plan and a new construction file plan. c. Disciplines such as, mechanical, electrical, plumbing, interior design, etc. will use the plans in paragraph b as a reference file. In addition, each discipline shall have two separate files; one for demolition and one for new work (if the scope of work includes demo and new for that particular discipline). d. Floor plans shall be developed where the perimeter walls are on one level, interior walls are on another level, windows and doors are on a separate level, etc. The Contractor shall develop a logical approach to developing plans and details where future updates and changes can be done by isolating a building system or detail portion on a separate level. In addition, line weights, styles and color shall be used to distinguish perimeter walls from interior walls, etc. for proper interpretation of drawings. The Contractor shall submit to the Government a copy of his in-house standard for working drawings for approval before AutoCAD development begins. This shall be accomplished within the first 30 days after award of base contract. e. Scale for plotting floor plans shall be " = 1'0", or 1/8" = 1'0" if building is too large to fit on standard 28" X 40" drawing. Scale for details shall be " = 1"-0", " = 1"-0", etc. in order to provide a clear view of conditions for that portion of the project. Details shall be drawn in separate files because of the difficulty in having details of various scales on the same drawing/sheet with the plot command allowing only one scale for each drawing/sheet. f. For the construction set of civil/site work AutoCAD drawings, the Contractor shall plot using scale of 1" = 20'-0" or 1" = 30'-0", if a scale of 1" = 40"-0" or greater is required, the Contractor shall notify the Government prior to AutoCAD work. Page 210 f. The Contractor must meet the following personnel qualifications: (1) PROJECT MANAGER (PM) - Serves as a full-time on-site Project Manager (PM). The PM shall, as a minimum, have relevant experience in a discipline that is compatible with the building construction industry. PM must have a minimum of ten years experience in a building construction supervisory position, i.e., project manager and/or construction superintendent. Capability to direct work requiring extensive understanding of/and intimate familiarity with the principles, methods, and techniques of architectural, civil, mechanical, and electrical engineering, with no one discipline predominating. Ability to recruit and manage qualified subcontractors in all construction disciplines from the local market in the Corpus Christi Army Depot area. PM must be able to respond in a timely manner to all contractual agreements, instructions, and inquiries from authorized government personnel. PM must understand and have knowledge of government construction requirements, and the Job Order Contract in total. Must be capable of preparing project proposals, be authorized to negotiate, and accept individual task orders issued under this contract. Another individual meeting the qualifications may be designated to act for the Project Manager; however, the Contracting Officer's Representative must be notified in writing a minimum of forty-eight (48) hours in advance of such change. Notification must include exact duration (not to exceed 15 days) for temporary changes. Page 211 (2) ESTIMATOR - Serves as a full-time senior estimator. The estimator, as a minimum, should have experience in a discipline that is compatible with the building construction industry, or an equivalent combination of education and experience approved by the Contracting Officer. Must have a minimum of ten years experience as a senior estimator in the building construction industry. Must have extensive understanding of and be intimately familiar with the principles, methods, and techniques of architectural, civil, mechanical and electrical engineering, with no one discipline predominating. Must possess extensive knowledge and understanding of the JOC Unit Price Book (UPB) from which he will make his estimates that will be included in the project proposal. In the absence of the project manager, the estimator will prepare and negotiate project proposals. He must have thorough knowledge of Government labor laws, the Davis/Bacon Act, and schedule of wages. He must also have the capability to supervise subcontractors and perform periodic construction inspections. (3) CONTRACTOR'S QUALITY CONTROL (CQC) MANAGER - The Quality Control Manager can serves at the Corporate Level and provide technical expertise for the JOC, but would not have to be on-site full time as the Contractor Quality Control Manager. The CQC Manager works independently of the other contractor on-site personnel. The CQC manager, as a minimum, shall have formal QC education and/or training in building construction inspection. Must have a minimum of five years experience as a QC manager and/or senior QC inspector in the building construction industry. CQC manager must be capable of establishing and maintaining an effective quality control system that is in compliance with contract clause, Section E, "INSPECTION OF CONSTRUCTION". The CQC system consists of plans, procedures, and organization necessary to provide materials, equipment, workmanship, fabrication, construction, and operations, which comply with contract requirements. The CQC system must be keyed to the proposed construction sequence. CQC managers must be able to perform daily QC inspections on all active construction projects and send a daily report to the Government JOC Branch Office on all active projects. CQC manager must have the ability to assist the PM in preparation of critical path construction schedules. Two full-time persons are required by Section H, "CONTRACTOR QUALITY CONTROL SYSTEM". (3a) QUALITY CONTROL INSPECTOR - The Quality Control Inspector will be required on site full time.
