- Amendment 0001 to solicitation RMK00110007 is as follows: 1.Q: Is this project funded at present? A: Yes 2.Q: Do you have a budgeted amount? If so can you share that? A: Yes, a budget has been established for this project and can be found in the Greenbook. 3.Q: How should we respond to the Requirement Traceability Matrix Section 21 in a PDF? A: Please email Cathleen.Fraser@bia.gov for a copy of this section in WORD format. 4.Q: Should we plan on remotely training all 3 locations plus Albuquerque? A: Yes 5.Q: How critical is the Web application requirement if remote access can be accomplished to a client server application? A: We do not want a client server application. 6 Q: How many field staff members will have access to the service orders application? A: Approximately 30 7. Q: Can you please provide more information from Section 21 in the following areas to help us better understand what you are looking for? Requirement/Page71/pg. 24103/pg. 28113/pg. 29131/pg.31132/pg. 31137/pg. 31 A:Requirement/Page/Response71/pg. 24/The system should only flag the accounts with activity requiring BIA's financial accounting system, not all accounts with any activity that day. 103/pg.28/The system should be capable of running reports based on various CSR based parameters; in this case, deposit refunds. 113/pg.29/The system should have a way of easily identifying accounts on hold without requiring the CSRs to research years of history. 131/pg.31/The system should be able to make an adjustment to the Account holders Bill (example: AMR failure, Meter Reader misread the meter, Custom Billing Rate Structure, having to estimate the customer's bill, etc.) These adjustments may be made at any point before or after the billing of either an individual customer or to all customers with a predetermined cycle. 132/pg.31/The system should take the Kilo Watts Hours (KwH) used to bill individual customers, move those figures into a table to calculate the KwH into a total usage for a substation (the customer and their information will have to be identified with a particular substation). After that is calculated, the Table will have to reference individual tables that contain the Substation Metering data (This information will have to be gathered from the Substation SCADA or by Metering Crews). Once these tables are calculated, you can determine the KwH used to supply Customers Vs. the KwH being distributed by the Substation. 8. Q: Should our final proposal be presented in the format set out in the Specific Instructions for the preparation of Quotes section? A: Yes. 9.Q: Section 17 Functional Requirements states: "The software suite shall be user friendly and compatible with current PC, Database (Oracle11g or SQL 2008 or higher), and server operating systems." Our software solution requires a DB2 database. I assume your requirement for Oracle or SQL would eliminate us from consideration. Is that correct? A: Yes, that is correct. 10. Q: Is there an incumbent contractor or is this a new requirement? If there is an incumbent, can you please provide the contractor, contract number, award date and award amount? A: This is a new requirement. 11.Q: Can you provide Program Officer information (for reference purposes only)? A: This information will be disclosed after award. 12.Q: Is there an estimated contract value or maximum amount for this program? A: See the response to Question #2. 13. Q: Has a Contract Type been finalized by the agency? A: Yes, firm-fixed price. THE QUOTE DUE DATE OF MARCH 7, 2011 AT 4:00 PM EST REMAINS UNCHANGED.
