Description
NOAA's National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) has a requirement for a fishing vessel charter to conduct mid-water/surface trawls surveys in the coastal waters of Washington and Oregon from the Pt. Adams Research Station at 520 Heceta Place, Hammond, OR 97121. The contractor shall provide all personnel, supervision, and equipment necessary for the vessel charter. The fixed-price contract is contemplated and the period of performance from on or about May 1, 2011 to April 30, 2014 which will consist of a base and two option periods. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 483114 and the SBA small business size standard is 500 employees. The work will be described in the statement of work (SOW), any of which is subject to change at the Government's discretion upon issuance of the solicitation. NOAA has a need for a fishing vessel charter to conduct a mid water/surface trawl survey in May, June, July, August, and September (5 months) for 7 days/month. Sampling consists of fishing a #264 mid-water rope trawl and conducting oceanographic measurements (CTD casts, zooplankton sampling, etc.) at stations located along four Transects (Figure 1 in SOW). Transects are located off Heceta Head, Newport, Columbia River, and Willapa Bay. The Willapa Bay transect will be sampled 3 times each month using slightly different trawl/sampling orientation each time. All sampling will be conducted at night. Approximately 4-6 stations are sampled on each transect, depending on weather and daylight conditions. All transects sampled begin approximately at the 90m isobath and out to a maximum of 60 nautical miles offshore. All trawling and oceanographic equipment will be provided by NOAA Fisheries. Total number of sampling days: 35 days (five 7-day cruises) with an allowance of 3 weather days per year. All responsible and fully responsive sources may submit a proposal which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed price commercial item contract.
