Description
On or about 11 March 2011, this office will issue Invitations for Bid for construction of the Flood Protection Project, Phase 3, Big Sioux River, Sioux Falls, SD. The solicitation will close on or about 11 April 2011. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A Site Visit has been established for 1:00 pm on 30 March, 2011. Contractors interested in viewing the site shall meet at US Army Corps of Engineers, 4615 W Homefield Drive, Suite 102, Sioux Falls, SD 57106. Project Description: (Approx. quantities)The Sioux Falls Phase 3 Flood Project is located northwest of the Sioux Falls Airport along Minnesota Ave. from North Drive (Highway 38A) from the Spillway and tied off north of 60th Street. The project consists mainly of raising 8 miles of levees along the left and right banks of the Diversion channel 3-5 feet. Approximately 260,000 cubic yards of earthwork will be required. The existing concrete Diversion Dam will be modified by raising with a 3.5' concrete wall, extending 10 slide gates and installing a 3.5' high sheetpile floodwall in the left and right abutments. An existing 16 drainage structures will be removed and replaced with new inlet and outlet structures, gatewells with slide gates, flap gates, piping and riprap slope protection. Approximately 15,000 feet of 10' wide, 4" thick asphalt trail with base coarse will be remove and replaced. Approximately 18 access ramps and 8 turnouts will be constructed requiring 30,000 cubic yards of earthwork. The levee surface will be surfaced with crushed rock surfacing 4" thick 10 feet wide for 25,000 feet. A riprap fuse plug located along the landside of the levee from 60th Street south 600 feet will be salvaged and removed. The estimated construction cost of this project is between $7,500,000 and $10,000,000. The Contractor will be required to commence work within 10 days after Notice to Proceed and complete the work 580 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
