Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This sources sought announcement is published for market research purposes. This market research will be used to help identify small business sources in the market. Request that prospective offerors complete and return a Capabilities Statement as described below to determine which responsible contractors possess the capability or experience to provide the required Passive RFID implementation services. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. BACKGROUND: The purpose of this Request for Information (RFI) is to request a capabilities statement from your organization in support of Passive Radio Frequency Identification (RFID) Implementation. DISA is currently looking to enhance the Agency's ability to accurately track Information Technology (IT) assets, and plans to track location and movement of IT assets through a system using Passive RFID tags. DISA is in the process of moving to a new facility located on Ft Meade in Maryland. The goal of this acquisition is to create a Passive RFID enabled infrastructure which tracks assets within and throughout the new DISA warehouse and laboratories. The infrastructure must track assets from inception through disposition, identify the location of assets throughout the lab and warehouse and reduce the time required to do asset inventory. The current inventory requiring tagging/tracking is approximately 10,000 assets. This contract provides the implementation of Spiral 1 Asset Management development. Ultimately, DISA will implement RFID throughout its world-wide facilities. SCOPE: The scope of this effort includes the Ft Meade facility's warehouse, second floor laboratory, and third floor laboratory. Additional implementations will be included in future phases. Read Points: Read points will be used to define a secure perimeter for the level 2 and 3 labs as well as zones within the warehouse and labs. Warehouse Read Points: The Warehouse read points include the common door leading from the loading dock into the warehouse. This is the single point of access to the warehouse and the read point through which any current or vendor tagged assets will pass. The warehouse will be enclosed by chain link fence and divided into two sections, one for MPS and one for TE. Each of these sections will have a single access doorway where another read point will track the entry and exit of tagged assets. Level 2 Lab Read Points: The main entrance to the lab is through two doors, past a security station. The second set of doors leads into the lab. The read point will be inside the second set of doors. This read point will include the ability to record directionality, i.e. is the asset moving into or out of the lab. This read point will be placed on "red" power to ensure it stays active as a secure perimeter. The Emergency Exit read point will secure the perimeter. It will be placed on "red" power to ensure it stays active as a secure perimeter. Read Points at the entrance to each row of server racks and workstations will provide row level zones to locate assets. Read Points at the Tech Room entrances will create a zone within the tech room. The current DPAS handhelds are RFID enabled and will be used to conduct inventory as per current procedures. Level 3 Lab Read Points: The main entrance to the lab is through two doors, past a security station. The second set of doors leads into the lab. The read point will be inside the second set of doors. This read point will include the ability to record directionality, i.e. is the asset moving into or out of the lab. The read point will be inside this door and include the ability to record directionality. This read point will be placed on the "red" perimeter. It will be placed on "red" power to ensure it stays active as a secure perimeter. Read Points at the entrance to each row of server racks and workstations will provide row level zones to locate assets. Read Points at the Tech Room entrances will create a zone within the tech room. The current DPAS handhelds are RFID enabled and will be used to conduct inventory as per current procedures DPAS Interface: The Defense Property Accountability System (DPAS) is the system of record for managing IT assets. As a result, any RFID enabled tracking system will interface and/or integrate with DPAS. The DISA RFID implementation will require XML transactions to update asset location and sub-location within DPAS. RFID System Functionality: Functionality must include the following: o Unauthorized Move Alerts - Sending messages to selected users when an asset is moved outside of normal parameters, i.e. out of the perimeter, after hours, etc. o Dwell Time Reports - Creating reports identifying how long an asset has stayed in a particular location. RFID Tagging of Legacy Assets: Current asset tags are paper based and require replacement with metal mount tags. Process/Procedures and Training: Initial training is required for approximately 20 DISA personnel and will cover tagging guidelines, user training, system administrator training, receiving processes and inventory/reconciliation processes. 3.6 Other Requirements: RFID Network cabling and infrastructure will be installed by the contractor. RFID network infrastructure, servers, switches, etc will be procured by the contractor. RFID readers and antennas will be installed by contractor personnel with assistance from DISA facilities personnel. Exclusions: Tracking into the Developer's cubes and tracking of Blackberry's, copiers or other items under contract are excluded from this effort. Corporate Experience: Clearly describe your background, capability and experience providing your company's technical, engineering, operation, analytical, planning, acquisition, security and management functions experience/capabilities/credentials. If providing similar work performed in this area, please include the following information as part of your submission:  Who did your company provide the services to indicating whether they were DoD, Federal, State or Municipal Government, Education Institution, Commercial, etc.  Contract number or other identifying reference (if applicable)  Did you perform as the Prime or Sub contractor?  Period of Performance  Annual Dollar Value  Contract Type (Cost, Firm Fixed Price, Time & Materials, etc.) - if applicable Phase In: All contractors should address their ability to ramp up and meet the requirements from date of award that is projected for April-May 2011. RESPONSES TO RFI: All responses must not exceed 15 single spaced pages, 12-point type with at least a one-inch margin on an 8-1/2 x 11 inch paper. The responses should specifically describe the contractor's ability to meet the requirements outlined in the RFI. Please include company's name, point of contact, address, phone number, DUNS number, CAGE Code, Tax ID, applicable North American Industry Classification System (NAICS) codes, and business size. Marketing Brochures will not be considered adequate information as a response to this RFI. Responses to the RFI must be submitted via email to sharon.freeman@disa.mil no later than 4:00 p.m. Eastern Time, 16 Mar 2011.
