- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W91QF711T0032 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-49. The associated North American Industrial Classification System (NAICS) code for this procurement is 115210 with a small business size standard of $7.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-03-04 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be FORT MYER, VA 22211 The USA AMC MICC DOC Joint Base Myer Henderson Hall requires the following items, Brand Name or Equal, to the following: LI 001, Equestrian Training (2nd Quarter): The accredited equestrian riding training instructor is prepared to conduct four sessions throughout the course of the year (one session per quarter), one for each squad. This course must be 10 working days in duration 8 hours of instruction per day and will have 8-12 attendees. This course will be called the Advanced Caisson Equestrian Rider's Course (ACERC). The specific training requirements for this course are dependent upon the needs of each individual and will be refined through direct evaluation of each Soldiers experience and abilities and coordination between the Caisson Platoon and the professional equestrian riding training instructor prior to each training session with no increase of costs to the Governement. The equestrian riding training instructor supplies a yearly train the trainer course to provide subject matter experts to each squad prior to those squads attending ACERC. This course will be 5 days in duration and will have 5-10 attendees. This course will be called the Caisson Leader Riding Course (CLRC). The specific training requirements for this course are dependent upon the abilities of each individual rider and will be refined through direct evaluation of each Soldiers experience and abilities and coordination between the Caisson Platoon and the equestrian riding training instructor prior to each training session. Both the ACERC and the CLRC courses will be conducted at the Caisson platoon training facility, located at Fort Belvoir, Virginia. The Caisson Platoon will provide a horse for each student and sufficient training facilities and equipment for the training instructor to conduct the training in accordance with the instructor's requirements. The equestrian riding training instructor is required to present a briefing and demonstration of their training plan as well as their requirement for training facilities and equipment to be supplied by the Army to the U.S. Army Caisson Platoon prior to award of any contract. The U.S. Army Caisson Platoon reserves the right to reject any bid based on their evaluation of the briefed and demonstrated training plan for any reason. The Caisson Platoon will provide all necessary tack for its mounts and each rider will be equipped with the appropriate safety gear., 1, EA; LI 004, CONTRACTOR MANPOWER REPORTING (CMR): Per Secretary of the Army direction, ensuring contractors report the required CMR data is the responsibility of the government official certifying payment, i.e. government representative. The government representative may be the COR, COTR, or the POC responsible for submission of receiving reports. The government representative and the contractor are both responsible for submission of data to the CMR database. The government representative shall report the basic contract information, inclusive of the following: Contract Number; Delivery Order Number (if applicable); Task Order number (if applicable); Unit Identification Code of the Activity Requiring the Services; Command; Total Obligated Dollars; Total Disbursements; Contact Information; Army Management Structure Code (AMSCO); Department Code; Operating Agency; Basic Symbol (BSYM); Fiscal Year Dollars; Element of Resource; Management Decision Execution Package (MDEP). The contractor shall report only the following data: Contract Number; Delivery Order Number (If applicable); Task Order Number (If applicable); Requiring Activity Unit Identification Code; Command; Contractor Contact Information; Federal Service Code; Direct Labor Hours; Direct Labor Dollars; Location Information. The contractor shall provide to the government representative (and the Contracting Officer if required) written certification (i.e. email or letter) that it has completed the CMR report. SCHEDULE OF INSURANCE The following types of insurance are required pursuant to FAR clause 52.228-5 "Insurance--Work on a Government Installation" and shall be maintained in the minimum amounts shown below: (A) Workman's Compensation and Employers' Liability Insurance: $100,000.00, except in the States of Nevada, North Dakota, Ohio, Washington, West Virginia, and Wyoming, where coverage shall comply with State Law. NOTE: In jurisdictions where all occupational diseases are not compensable under applicable law, insurance for occupational diseases shall be required under the employer's liability section of the insurance policy. (B) Comprehensive General Liability Insurance: Bodily injury $500,000.00 per occurrence. (C) Comprehensive Automobile Liability Insurance: The policy covering the operation of all vehicles used in connection with this contract shall provide at least $200,000.00 per person, $500,000.00 per occurrence for bodily injury and $20,000.00 per occurrence for property damage. (D) Cancellation notice shall be in writing, to the Contracting Officer, a minimum of 30 days prior to cancellation., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, USA AMC MICC DOC Joint Base Myer Henderson Hall intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA AMC MICC DOC Joint Base Myer Henderson Hall is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
