- *** The attachment entitled "Intelligence Community Integrated Leadership Competency Model" should be classified as "UNCLASSIFIED." *** ---------------------------------------------------------------------------------------- The PWS and RFP have been amended to include the changes noted in the responses to questions # 38, #53 and #57 posed on the Unclassified ARC. Please note the following changes: *Section 3.2.5 of the PWS has been updated to clarify the residential and dining facility mileage requirement that was noted in question #38 on the Unclassified ARC. *The wording "One Course" has been removed from CLIN 0003 AD and AH as well as 0006 AD and AH of the base year and subsequent option years of Section B.2 of the RFP in response to question #53 on the Unclassified ARC. *Sections 6.1.1.1 and 6.6.1 -Personnel Clearance of the RFP have been amended to clarify the security level required for personnel at the time of contract award noted in question #57 on the Unclassified ARC ---------------------------------------------------------------------------------------- ****Please Note: Information regarding NGA's culture and leadership issues will be posted in two separate documents on the Classified ARC. The following attachment regarding NGA's leadership and professional development courses is Unclassified. **** ---------------------------------------------------------------------------------------- ****The Government is extending receipt of the Leadership and Professional Development (LPD) Volume 1 - Cover Letter and Contract, Volume 2 - Executive Summary, Volume 3 -Technical / Management, Volume 4 -Oral Presentation and Volume 7 - Cost/Price until March 7, 2011, to allow offerors time to consider additional information that will be posted on the Acquisition Research Center (ARC) and Federal Business Opportunities (FedBizOps).*** ---------------------------------------------------------------------------------------- This Request for Proposals (RFP) is prepared in accordance with the format in FAR Part 15, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-46. This RFP is issued in accordance with FAR 52.232-18 Availability of Funds (APR 1984). The National Geospatial-Intelligence Agency's (NGA) has a requirement for Leadership and Professional Development training support within its Human Development (HD) Directorate, James R. Clapper School of Leadership and Professional Development (SLPD). The SLPD is looking to modernize its programs (both curriculum content and delivery strategies) and move to commercially available learning solutions. The Leadership and Professional Development (LPD) procurement will cover NGA's requirements for competency-based commercial training that is customized to reflect the NGA mission, vision, culture, and core values. Specifically, this training encompasses the following: Leadership Development Training with courses to include Career-Long Leadership Development, Executive Leadership Development and Leadership Fundamentals. In addition, Professional Development Training topics include Professional and Interpersonal Communication Skills courses. The specific Request for Proposals (RFP) and the Performance Work Statement (PWS) are viewable via the attachments. Offerors must sign in to the Federal Business Opportunities (FBO) website to view the attachments. An MPIN may also be required. All vendors interested in submitting a proposal for consideration should do so, prior to the SOLICITATION closing date of February 14, 2011 by 12:00pm EST, in accordance with the specific instructions for proposal submission detailed in Section L.7 "Proposal Preparation Instructions" of the attached RFP. The closing date for the SECURITY portion of the RFP is February 8, 2011 by 12:00pm EST, in compliance with Section L.7 of the RFP. The PAST PERFORMANCE portion of the RFP must be submitted by January 31, 2010 by 12:00 pm EST. Non-conformance to the instructions outlined in Section L.7 may result in the offeror's proposal being rejected. All submissions should also be in accordance with the stipulations set forth below: 1. Proposals must include pricing for each of the items listed in the solicitation and must include allowable indirect costs in the total price of the items. See Section L for additional proposal price instructions. 2. Award will be made using Best Value - Trade Off evaluation methods and acquisition procedures as described in FAR Part 15. Contract award will be made to that offeror who provides the best overall value to the Government in terms of the evaluation factors listed in Section M of the RFP. 3. All questions and answers will be posted to World Wide Web site via the Acquisition Research Center (ARC) at https://arc.westfields.net to provide equal access to information for all potential offerors. New users of the ARC must first register (using the "Create New Account" button on the Web page) and obtain a user identifier and password to use for login at the site. Once registered and logged in at the ARC, a user can click and select the Leadership and Professional Development (LPD) ARC webpage under "Current Efforts". The submission deadline for QUESTIONS is February 7, 2011 by 12:00pm EST. 4. All offerors should submit a completed version of 52.212-3, Offeror Representations and Certifications (attached). 5. All vendors must propose the NAICS code specified in the solicitation by ensuring that their profiles in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA) systems reflect Code 611430 - Professional and Management Development Training. Those vendors who submit a Proposal not in accordance with the NAICS code will be eliminated from the competition.
