Description
This SOURCES SOUGHT NOTICE is for market research purposes only to determine the availability of potential businesses with capabilities to provide the service described below. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The U.S. Department of Veterans Affairs, VA NW Health Network, is seeking Contractors to assist with the provision of case management and housing placement services through the HUD-VASH program. HUD-VASH is designed to serve homeless Veterans and their families. Many of these veterans have co-morbid conditions that include serious mental illnesses, substance abuse disorders, and other serious medical conditions. VA intends to engage Contractors to provide case management and housing placement services to VA referred Veterans and their families. HUD-VASH is based on a housing first model, where the goal of the program is to immediately house the Veteran regardless of their other current challenges (substance abuse, mental health condition, etc) and then provide flexible and patient-driven case management services to ensure that they are successful in maintaining their housing. Interested parties should be aware that HUD-VASH is a national program serving Veterans and their families throughout the country. This program continues to expand and has become one of the largest VA interventions to assist homeless Veterans. It is also the first VA homeless program that offers services to both the Veteran and their family. It represents one of VA's most significant efforts to achieve the President's goal of ending homelessness among Veterans. VA's goals and objectives for this program include housing placement and the provision of supportive services designed to enhance the housing stability and independent living skills of homeless Veteran families occupying permanent housing nationwide. At a minimum, Contractor staff working in HUD-VASH is expected to provide the following supportive services to program participants: housing placement services, case management services, assistance in obtaining VA benefits, and assistance in obtaining and coordinating other public benefits. The Contractor shall be expected to deliver services that will lead to Section 8 housing placement and enhance the housing stability of Veterans families served by HUD-VASH. At this time, the number of Veterans and their families is not known for each location identified in attachment "VISN 20 Locations." It is anticipated that estimated numbers will be known and published when the solicitation is issued. If you have an existing Federal Supply Schedule Contract and believe that you can provide these services, please provide the contract number along with your capabilities. For a more detailed description of the services that are anticipated to be required, see attachment "Description of Duties." Potential contractors shall provide, at a minimum, the following information: 1)Offeror's name, address, point of contact name, phone number, and e-mail address. 2)Offeror's interest in bidding on the solicitation when it is issued and the geographic area they can provide the services. 3)Company's DUNS number, type of small business and Business Size. 4)Brief capability statement with enough information to determine if the company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather a short statement regarding the company's ability to provide the service above. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate Small Business interest, however, preference will be given in accordance with FAR Part 8 and VAAR Part 808. The Government must ensure there is adequate competition among the potential pool of available contractors. This Sources Sought Notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All interested contractors should notify this office in writing or via email by 4:00 PM Pacific Day Time on 11 March 2011.
