Description
Request for Information (RFI): The Department of State mandates that certain personnel, prior to beginning assignments in Iraq, complete the Foreign Affairs Counter Threat Course (FACT OT-610). This is a one-week course. DOS wants to know what contractors are offering the same or similar course, whether the offered course has been approved/ endorsed/ vetted with a government agency, the student capacity, and what the lead time is for student enrollment. IAW FAR 15.201, RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. The requirement is: PRE-DEPLOYMENT TRAINING AND ORIENTATION The Contractor shall develop, maintain, and conduct a comprehensive orientation and training program for personnel to be deployed to the Republic of Iraq. "Orientation" is defined as a classroom-based presentation of information without practical exercises or an evaluation component. "Training" is defined as a practical, hands-on approach that evaluates skill and information retention levels. The contractor shall develop, maintain, and conduct general, Iraq mission appropriate orientation and training to include: • Combat first aid training • Weapons familiarization • Defensive tactics, including counter-terrorism driving • Improvised explosive device (IED) recognition training (to include duck-and-cover) • Surveillance detection • Hostage survival and personnel recovery
