- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request for Quotation number is H92242-11-T-0509. This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-48, dated 31 Jan 2011 and DFARS Change Notice 200900009. The DPAS Rating for this solicitation is DO. S1. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 611692, the Small Business Standard is $7.0 Mil. This requirement is 100% Small Business. The DPAS rating for this solicitation is DO. The Naval Special Warfare Group 4 requests responses from qualified sources capable of providing: Performance shall be in accordance with the following: Statement of Work 1. Project Overview: 2. The contractor shall provide training facilities to accommodate an open access to an austere environment training operation. Facilities shall be conducive to set up a Tactical Operating Center (TOC), equipment, weapons and covered boat storage in two separate locations. Training shall be in support of 80 Personnel. Contractor shall provide training areas for blank fire allowing Troop members to do Master Mariner operations (MMP), Listening Post and Observation Point (LPOP) (water/ground), Reconnaissance (water/ground), Convoy movements, Search and Rescue (SAR), Medical Evacuation (MEDEVAC), Joint Tactical Air Combat Control (JTAC), Foreign Internal Defense (FID), Insertion and Extraction of Ground Elements (water/ground) and Vessel Boarding Search and Seizure (VBSS). Contractor shall provide de-confliction with any and all local law enforcement agencies, prior to any exercise. Contractor's facilities must be within 376 miles East of Special Boat Team 22 Stennis Space Center, Mississippi (Blountstown, Fl/Apalachicola, Fl). Contractor shall provide Facilities to house/berth 80 personnel in two separate locations for eight days. Each location shall be within 73 miles of each other. Contractor shall provide training areas to support blank fire on ground and water. Facilities provided must me located in a fenced in location on an airport with river access within 5 miles. Each location shall be connected by one waterway (Apalachicola River) allowing simultaneous river/water Operations. Contractor shall also provide 15 roll players to be utilized during operations. a. Topics include: MMP, LPOP, Reconnaissance, Convoying, SAR, MEDEVAC, JTAC, FID, Insert/Extract, and VBSS. 3. Special Boat Team 22 Riverine Troop THREE and FOUR will be evaluated on their combat readiness and their execution of various essential mission sets. Upon successful completion of their Readiness Assessments (RA) they shall be Full Mission Capable (FMC) troops, allowing them to deploy to any Theater of Operation and conduct Naval Special Warfare Operations. The majority of the training shall be conducted during Periods of Darkness (POD). The following schedule is provided: a. Readiness Assessment (1) Day One and Two: Gear Preparations. (2) Day Three through Seven: Variety of Mission Essential Task Lists. (METLS) (3) Day Eight: Pack up and depart. 4. Contractor Furnished Material: The contractor shall furnish facilities to house/berth 80 personnel in two separate locations for eight days (40 personnel in each location), a TOC, storage, classrooms, in each location. Contractor shall provide training areas to support blank fire on ground and water. Facilities provided must me located in a fenced in location on an airport with river access within 5 miles. Both locations shall be connected by one waterway (Apalachicola River) allowing simultaneous river/water Operations. Costs should include use of facilities for eight days in two separate locations and two and a half meals for five days for 80 personnel. Costs should also include 15 roll players for 20 hours per roll player from 09APR-15APR2011. 5. Government furnished Material: The government shall provide all equipment for convoys, boat operations, and personal operational equipment including weapons and required blank ammunition. 6. Place of Performance: Apalachicola, Florida. 7. Performance period: FY11; 09 APRIL 2011 - 16 APRIL 2011. 8. Number of Operators: 80 Operators (40 in each location). 9. Each response must clearly indicate Delivery time frame. 52.212-2, Evaluation - Commercial Items (JAN 1999) is applicable to this procurement. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The contract will be awarded to the Quoter whose quote conforms to the solicitation provisions, is technically acceptable and provide the lowest cost to the Government.
