Description
OPLAN 19-3 dated 1 Jun 07 The below are in response to questions received before 1000 AST 28 Feb 11: Question 1. Please confirm that since OPLAN 19-3 is not being provided that it does not apply to this solicitation. Response: OPLAN 19-3 dated 1 Jul 2007 has been attached to this solicitation because the current copy is in draft. Question 2. Please confirm that you will not allow containers to be left at OWS locations until they are disposed of. Response: All containers and sludge will be removed from OWS after cleaning. Question 3. Please confirm that all sludge will be disposed of via CLIN 0004. Response: CLIN 0004 is for solid waste testing and transportation of waste off base Question 4. Please confirm that pumping of all liquids into an external containers and disposed of under CLIN 0004 is not acceptable. Response: Decanting as much as possible so only solids are transported will Question 5. Please confirm that the building 5374 ERAP will be serviceable and in working order upon notice to proceed. Response: ERAP has power, there is a used oil burner there for heat, as an oil water separator it is fully functional, but currently there is no running water. A work order has been placed to thaw the water line. Question 6. Please confirm that all OWS must be cleaned once during the month of March, specifically 7-31 March. Response: Initial Cleaning must be completed in March Question 7. Please confirm that a cleaning constitutes little or no oil or sludge left behind after servicing, and all sensors will be set to their lowest alarm condition. Response: Cleaning and maintenance will be done per manufacturer's instructions Question 8. Please confirm that dewatering at the Building 5374,ERAP must be accomplished prior to removal of sludge, slurry, water, or oil is removed from the installation. Response: Contractor can use the most cost effective method IAW PWS 1.8 Question 9. Please confirm that building 5374, ERAP is a dewatering facility and not a disposal facility. Response: Confirmed
