Description
The Department of Veterans Affairs is issuing this Sources Sought Notice to determine the interests and capabilities of Service-Disabled Veteran Owned Businesses (SDVOSB), Veteran Owned Businesses (VOSB), and HUBZone Small Businesses, firms with regard to an upcoming acquisition for commissioning services for the Bed Tower Addition and Renovations. The firm should have an approved NAICS of 541330 with the size standard of $4,500,000 average annual gross revenue to be considered a small business. The following information is a brief description of the project, but is not all-inclusive and may change. This project will consist of providing all material, labor, tools, supervision, and equipment for project commissioning services for approximately new bed tower and other support space containing around 347,000 GSF with roughly the following bed compliment: Inpatient Medical & Surgical Wards (83 beds); Medical & Surgical ICU (15 beds); Inpatient Mental Health (10 beds); Inpatient SCI (30 beds); along with SCI Rehab Medicine, Methadone Clinic, Medical Research, ER, Chapel, Educational Facilities, Medical Media, and Lobby. Also a new separate research building approximately 68,000 GSF is planned. In order to meet the Medical Center's initial assessment of parking needs, one (1) or two (2) garages will be integral to this project with a total of approximately 1200 parking spaces. Commissioning services may include but not limited to: whole building commissioning, design phase commissioning, construction phase commissioning, acceptance and testing, etc. The firm should provide a capability statement that displays the firm capabilities and experience in commissioning facilities (hospitals, medical facilities, labs, etc). Additional information on VA commissioning is available at VA Construction and Facilities Management Technical Information Library website: http://www.cfm.va.gov/til/spclRqmts.asp The capability statement should address corporate experience in (a) Commissioning facilities (hospitals, medical facilities, labs healthcare/rehabilitation centers, etc); (b) certification of eligibility (SDVOSB, VOSB, HUBZone); (c) a positive statement of your intention to submit a proposal as a prime contractor; (d) evidence of recent (within the past three years) and, relevant experience (work similar in size, type, and scope) to include contract numbers, project titles, dollar amounts, and points of contact of customer with telephone numbers. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm capabilities/experiences to perform the listed tasks. The capability statement is not to exceed 10 pages single side (front only) or 5 pages double side (front and back) total. Any pages exceeding the page limit will be discarded. The statement must provide a summary of relevant experience and knowledge that addresses the scope of the task. The firms having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Please submit Capability Statements via email to: Noella.Bond@va.gov. not later than March 10, 2011. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
