General Information Document Type: Sources Sought Notice RFI Number: SSA-RFI-11-1009 Classification Code: 7030 ADP SOFTWARE NAICS Code: 511210 Contracting Office Address Social Security Administration, Office of Budget, Finance, and Management, Office of Acquisition and Grants, 1st Floor, Rear Entrance 7111 Security Blvd., Baltimore, MD, 21244, UNITED STATES Background The Office of Supply and Warehouse Management (OSWM) at the Social Security Administration (SSA), administers the agency's supply management program. OSWM is interested in updating its automated supply management system with a modern system (100% web-based solution), and receiving system installation, data migration, training, and maintenance support. The new system will support OSWM and its 1,300 nationwide customers. OSWM consists of the Center for Warehouse and Logistics Services and the Center for Supply Management. The Center for Warehouse and Logistics Services ( CWLS) directs activities associated with supply distribution, warehousing, freight management, transportation, equipment repair, carpentry, and mover and other labor services. CWLS performs the following: •· Manages seven SSA warehouses (6 in Baltimore, Maryland and 1 in Durham, North Carolina) that receive, store, and issue forms, publications, supplies, and furniture for the agency. On average, CWLS processes approximately 53,863 sales order receipts annually to SSA components located at Woodlawn, MD. •· Processes supply requests and deliver approximately 192,243 items annually to field offices located across the nation. Field offices place electronic orders and CWLS pulls, packs, and ship the orders in less than 10 days to field offices located at approximately 1,300 locations across the United States. CWLS processes requests the same day from SSA offices located at the Headquarters' complex in Woodlawn, MD, and delivers to these offices within 24 hours. •· Provides general labor and office moving services for SSA Headquarters and Washington, D.C. components. The information technology environment in which all software must operate is as follows: •· MS SQL Server 2005 •· Open Database Connectivity (ODBC) Data Transfer occurs to and from Host system •· Microsoft VISTA, and Microsoft Windows 7 with Internet Explorer version 7 and later •· Windows 2003 Server 32-bit •· Intermec PM4I, Intermec 3400B and Lexmark T644 printers, and Intermec CK31 Mobile Scanners •· Intermec CK31 Mobile Scanners support industry wireless standard 802.11i/WPA2 security by facilitating FIPS 140-2 AES-CCMP encryption. Note: WPA2 and 802.11i are sometimes used interchangeably •· Wireless radio selection 802.11g provides 54Mbs by using the 2.4 GHz band •· EAP-TLS (certificate-based authentication) used to provide mutual authentication between the client and the authentication server. The U.S. Treasury issues X.509 digital certificates. •· Encryption AES-CCMP - standard 128-bit encryption used by WPA2. •· A Canoga Perkins 2262 T1 Fiber Optic Modem connects the command and control element of OSWM to all of its warehouses with the exception of one. A Verizon circuit connects Headquarters' element to one warehouse. Information Requested: The Office of Supply and Warehouse Management (OSWM) at the Social Security Administration (SSA), seeks information on commercial off-the-shelf (COTS) Logistics Automation Information Systems (AIS). Note: For the purposes of this document, SSA refers to the AIS in its entirety (e.g. with software, hardware, peripherals etc.) as a logistics AIS, with a portion of the system being referred to as a Warehouse Management System (WMS). Vendor Responses: Vendors who provide such Logistics Automated Information Systems are invited to submit information concerning their capabilities and experience in performing those services. Vendor responses should provide where possible detailed information on the following: Describe the software application (e.g. modules and functions, user roles, password protection, screen formatting, menu selection, CRT display hard-copy outputs (print display), system ready reports) you believe will meet the intent of this document. Does the software have Point of Sale functionality? Describe the support you could provide for server and workstation operating system upgrades. Does the system operate in a Windows Server 2003 32-bit operating system and MS SQL Server 2005 environment? SSA requires a 100% web based interface accessible using Internet Explorer 7 and later browsers. Describe how your solution provides this interface. Describe the hardware associated with the software application. Is the hardware Energy Star compliant? Is the system compliant with Section 508 of the Rehabilitation Act? Describe the peripherals (e.g. hand held scanners and label printers) you could provide that are compatible with OSWM's information technology environment. Describe any other software, hardware, equipment required for your system to be operational in OSWM's information technology environment. Describe interface and/or integration requirements for your system to be operational in OSWM's information technology environment. Name and describe the ad hoc report writer and query language used to generate ad hoc reports. Does a user need specialized training to use the ad hoc report writer? Is the report writer What You See Is What You Get (WYSIWYG) or does it require scripting knowledge? Describe the implementation plan you would use to bring your system to operational status. How long would it take to complete your implementation plan? Describe your data migration plan and the maximum amount of data that you could migrate. How long would it take to complete your data migration plan? OSWM would require training on the new system for approximately 150 employees (e.g. warehouse personnel, inventory managers, information technology personnel, quality control personnel, and supervisors, etc). Describe the training support you could provide to train OSWM employees your system. Describe any future training requirements you anticipate. Describe the maintenance support (e.g. Help Desk support) you could provide after your AIS is operational. Include information on the predicted response times for hardware and software maintenance support and the standard hours of available coverage. Note: Remote Access is not available. After system is operational, will SSA have access to the source code? What programming language does your system use? Describe any tools available for client customization of reports, screens, and screen displays. Describe the manner in which OSWM can add user-defined fields, global fields, or change label names without affecting the source code. Describe the scalability of your system in the event OSWM opens other warehouses. Is the hardware large enough to service future applications (additional modules)? If not, what are the options for the increase performance to support applications? Does the system give the purchaser unrestricted access to the data dictionary/library? Does the system allow changes to the database structure and/or reports by the client? How many levels of security can be created for the users? Who can create the security levels? Can security be imposed down to the data field level? Are audit trails available to track security changes? Does your system produce audit trail reports for transactions (e.g. file maintenance, login events)? If yes, describe the transactions in which your system produces audit trail reports. Does the system allow you to enable or disable audits? If yes, which ones and who can perform this action? There is a requirement for the new system to have reporting capabilities, does your system have an internal reporting Does your system have Single Sign-on capability? Can your system use Radio Frequency Identification (RFID) technology? If yes, describe the RFID technology the system can use and functionality the system provides by the RFID technology? Does your software have the capability to interface with vehicle mounted data terminals and mobile printers? Describe any warranties that come with the equipment you provide. Provide your contingency plan (e.g. backup and recovery) for the instance the AIS collapses at the central database. In what configuration are your software licenses sold (i.e. one license per desktop, one license per site, one enterprise license etc)? Describe the tests you perform prior to deeming your system operational (e.g. acceptance testing)? What number of concurrent users can your system accommodate? Describe the ability of the hardware and software to accommodate an increased number of workstations and users. Indicate the maximum number of users and workstations allowed on the system. Does your system offer the ability to allow customers to place orders for supplies offered by the Office of Supply and Warehouse Management via a 100% web based solution? Does your system offer the capability, embedded in the application, to schedule direct delivery orders and provide a variety of usage reports, audit logs, and user management tools to administer the customers and products? Does the system offer an internal reporting tool? SSA has 32 report requirements which are not industry standard WMS reports, does your system have the capability to create the reports as part of the application standard reports? What upgrades do you anticipate your system will require in future years? If you are awarded a contract to provide your system, and implementation, training, and data migration support, could you provide monthly status reports using Microsoft Office products during the contract period of performance? If you are awarded a contract to provide your system, and implementation, training, and data migration support, can you provide project schedules using Microsoft Project during the contract period of performance? Will you have to work on-site at each of the seven warehouses? If yes, how much time do you require at each OSWM warehouse and at OWSM's command and control element? How many employees do you estimate you will use for this project? For what length of time do you estimate you will use each employee? Will the transition to the new system require OSWM's current system to be down? If yes, for what length of time do you estimate OSWM's system will be down? Will you need to perform a facility analysis? If yes, what are the elements of the analysis and the associated timeframes? Is this analysis required before you can submit a proposal? Describe release and modification processes used to update your system. Describe Radio Frequency Transmission Access Point Hardware required to operate your system. Does the system support data interchange to and from external system interfaces via TCP/IP messaging, FTP, XML Messaging, ODBC? Please Explain. Describe the method by which your system is sold (e.g. direct manufacturer sales and direct manufacturer services). Does your Software Process Improvement comply with any of the following industry standards: International Organization for Standardization (ISO) -9001, Capability Maturity Model (CMM) - Indicate Level of Compliance (1-5), ISO/International Electrotechnical Commission (IEC) 15504, BOOTSTRAP, Total Quality Management (TQM)/Environmental Quality Management (EQM), Other - Please specify. Do you provide user manuals that document the functions of your system? Do you provide on-line help that documents the functions of your system? Provide the following information on your system: •46. SSA requires a cubing and weighing device. Describe the cubing and weighing device you could provide that meet the following: Can fit within a space that is 11 feet in length by 7 feet in width Provides dual functionality to simultaneously measure and weigh parcels in motion Captures information electronically and real-time Interfaces with PC and mainframe host devices Interfaces with barcode scanning equipment, label printing devices and can communicate in real-time mode with warehouse management functionality in Logistics AIS Uses infrared light technology for manifesting freight by dimension or freight re-weigh Provides immediate computation of dimensional-weight for calculating accurate shipping charges Provides variable speeds and operates in forward and reverse Capable of providing shipment planning, pallet stacking, and load planning optimization Provides multiple data records Capable of measuring items within the following ranges: Length = up to 48 inches Width = up to 36 inches Weight = up to 242 pounds. Is the device Energy Star compliant? 48. Describe the installation support you could provide to get the cubing and weighing device to operational status. 49. Describe the training support you could provide to train OSWM employees on the cubing and weighing device. 50. Describe special software, hardware, and equipment required in order for the cubing and weighing system to be operational. It is important to note that simple marketing information or incomplete responses will not be considered as acceptable or valid response, nor will mere references or links to vendor web sites. The software shall be compliant with Section 508 Electronic and Information Technology (EIT) Accessibility Standards. Interested vendors must provide verifiable proof in sufficient detail to demonstrate their ability to meet the SSA's requirement, see URL site http://www.ssa.gov/oag/acq/oagacq_508.htm. Respondents should indicate whether their products and services are available on GSA Federal Supply Schedules or any other Government-wide Agency Contract (GWAC). Electronic responses only must be submitted by March 16, 2011. Faxed information will not be permitted. The size limitation for email attachments is 5 megabytes. MS Word 2003 is the standard word processing software. NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME, and the Government does not intend to pay for the information submitted. This information will be used in SSA's assessment of capable sources. Respondents will not be notified of any evaluated results from the data received.
