- Description
- The FAA intends to award a single source contract to Gallium Visual Systems Inc located in Ottawa, Ontario, Canada. CAMI (AAM-520) has a requirement for supporting Common Automation Platform (CAP) research, the lab equipment needs to be modified to include the extended capability to simulate CAP prototype displays. The CAP research plan requires that a minimal set of pre-existing requirements (requirements for en route displays, TRACON displays, and NextGen Big Airspace displays) be collected and used to create an initial prototype display. This display will be tested and evaluated by controller subject matter experts who will then provide suggestions for how the prototype can be improved. The prototype will be improved in this way across an iterative process. A high fidelity simulation will be needed to help maintain the focus of controller subject matter experts on the functionality of the displays and not on any field capability that the simulator may lack. The FAA contemplates awarding a contract with a period of performance of 1 April 2011 through 1 December 2011 to fulfill this requirement. The total estimated dollar value is $747,780. The FAA intends to solicit and negotiate only with Gallium Visual Systems Inc, Oklahoma City, OK, in accordance with AMS Policy 3.2.2.4. Gallium is the Original Equipment Manufacturer (OEM) and maintains sole ownership of the Software Code and Hardware Interface. The Government has limited rights to the source code and is not able to use the data to compete the requirement. Purchasing the data rights is not in the best interest of the Government because it is unreasonable and the technology is enhanced and upgraded continually which further increasing the costs of the data rights to well beyond those of the commercial technology. A competitive solicitation is not available for this procurement.
