- This Procurement will be a 100% Small Business Set-Aside. The National Institute on Drug Abuse (NIDA) is soliciting proposals from qualified Small Businesses (NAICS Code 541712) concerning the following: Having in-house capability to provide physicians with more accessible tools to manage patients at risk for prescription drug abuse. The successful contractor must have the required capabilities and in-depth knowledge in the areas listed below: • Content Expertise: This project involves modifying certain content on the NIDAMED website (URL: http://drugabuse.gov/nidamed). Accordingly, one or more members of the contractor's team will be medical faculty/educational experts. • CME Expertise: Some of the central tasks of this contract are creating, marketing, and disseminating a CME course using NIDAMED materials on prescription drug abuse. Therefore, the contractor will have demonstrated experience in creating CME courses and recruiting physicians to take the courses. • Section 508 Compliance: This project involves creating an e-learning module that will be on the NIDA website. Because the e-learning module will be on the NIDA website, it will need to be section 508 compliant. The contractor will have experience in successfully creating materials that have met section 508 compliance standards. See http://www.hhs.gov/web/508/index.html for further information. • Technical Expertise: The contractor will have experience in developing, marketing, and disseminating e-tools, e-learning, and an online Continuing Medical Education (CME) course. One of the e-tools will be a mobile application that allows users to access the e-learning module from a handheld device. We anticipate the award of one cost reimbursement completion contract for a period of two years. RFP No. N01DA-11-1147 will be available electronically on or about March 14, 2011. You will access the RFP through the FedBizOpps (URL: http://www.fbo.gov) or through the NIDA website: (URL: http://www.nida.nih.gov/RFP/RFPList.html). All information required for the submission of a proposal is contained in or accessible through the RFP package. Responses are due to be received in NIDA's Contracting Office about 45 days after we release the RFP. NIDA will consider proposals submitted by any responsible offeror. This advertisement does not commit the Government to award a contract. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
