Description
The U.S. Fish & Wildlife Service, Region Seven (7), Alaska intends to award a sole source, firm-fixed price purchase to the State of Alaska, Department of Fish and Game. The U.S. Fish and Wildlife Service requires the services of Data Cleaning and analysis of big game harvest data collected. Background/History: Harvest data of wildlife species is currently only collected state-wide by the Alaska Department of Fish and Game (ADFG). However, the Council of Athabasca Tribal Government's (CATG) has been collecting harvest data on the Refuge under contract to the Refuge since 2001. These data are not comparable to other data sets collected state-wide by ADFG use to the use of different protocols for data collection and data analysis. This devalues Refuge harvest data sets by making them incomparable to other data sets in other Alaska regions. CATG is currently adopting ADFG protocols to collect, analyze, and summarize harvest data but are in the middle of an employee transition and are not capable, at this time, to provide adequate harvest data cleaning and analysis up to refuge standards. Scope: We wish to establish a contract with ADFG to provide data cleaning and analysis for big game harvest data that has been collected by CATG. This contract will ensure that data products derived from this particular data set are of high quality. The ADFG will train CATG on proper protocols for harvest data cleaning and analysis. This will ensure a successful transition in protocol adoption for CATG which will be of direct benefit to the Refuge in the future. In other words, in future contracts the work will be done directly by CATG under a contract from the Refuge. Deliverables: Big game harvest data will be cleaned, analyzed and summarized into a summary report. The summary report and a copy of the Excel spreadsheet or Access database will be sent to the Refuge by mid May 2011.
