Description
This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Corps of Engineers (USACE). The purpose of this SS is to identify technically qualified Small Business concerns that are interested in and capable of performing the work described herein. ONLY SMALL BUSINESSES SHOULD RESPOND TO THIS ANNOUNCEMENT. The USACE does not intend to award a contract on the basis of the responses nor otherwise pay for the preparation of any information submitted. As a result of this SS, the USACE may issue a Request for Proposal (RFP). Should such a requirement materialize, no basis for claims against USACE shall arise as a result of a response to this SS or USACE's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. USACE is seeking capability statements from all eligible small business concerns under the North American Industry Classification System (NAICS) code 238120, with a size standard of $14 Million per anum. All eligible small business concerns responding to this SS shall demonstrate their capability to perform the following work at Norfork Dam, Norfork AR: The scope of work shall include the reinforcement of fracture critical tainter gate girder flange splice welds. This includes field verification of existing gusset plate and brace dimensions, production and approval of fabrication detail shop drawings, removal of existing vertical bracing gusset plates on the downstream girder flanges at the splice locations, removal of residual weld material, accurately trimming the ends of the braces, and installing newly fabricated gusset plates by field welding to the braces and to the girder flanges. All welding shall be in accordance with AWS D1.5 Bridge Welding Code, an approved fracture control plan, and 100% testing with non-destructive methods. Welding shall be sequenced with an approved procedure, in accordance with AWS D1.5, in order to minimize distortion and residual stresses. Access to work areas on tainter gates will require a snooper crane and/or crane with a man-basket and approved fall protection equipment. Coordination with on-site Powerhouse personnel and the COR will be required to seal and dewater the upstream pool of each tainter gate, before work progresses, with an existing spillway closure structure. Lead based paint removal at repair areas as well as 100% containment and disposal in accordance with all required Federal, State and Local regulations will be required. Touch up painting of repair areas with COE vinyl paint system is also required. Duration/time allowed to complete work on each gate will be restricted due to hydrologic, dam safety and operational concerns and considerations. Interested, qualified small business firms should submit a tailored capability statement for this requirement, not to exceed ten single-sided pages, presented in single-space and using a 12-point font that clearly details their capability to perform the aspects of the notice described above. All proprietary information should be marked as such. Capability statements must specify the small business concern's name and address on the first page of the document. Please provide demonstrated past performance on 3 completed projects of similar scope, size ($500,000 to $1,000,000) and delivery process within the past 8 years. Each of the 3 references should include a current person to contact, title, address, telephone number, project description, construction cost, role of the firm on the project, percentage of the work performed by the firm, and date of completion. All capability statements sent in response to this SS must be submitted electronically (via e-mail) to Major Michael Washington, Contract Specialist, at Michael.w.washington@usace.army.mil in MS Word or Adobe Format (PDF) no later than Monday, March 16, 2010, 4:00 PM, CST.
