- This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform this requirement. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 238320. The size standard for NAICS 238320 is $14M. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. 1. This sources sought is being published, for market research purposes only, to identify potential sources capable of implementing, integrating, and operating a painting contract. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. 2. The successful contractor will be required to provide all personnel, equipment, tools, materials, supplies, transportation, supervision and other items and services necessary to perform protective coating maintenance for Peterson Air Force Base (PAFB) and Cheyenne Mountain Air Force Station (CMAFS). Painting services include the maintenance and upkeep of real property, portable buildings and equipment on PAFB and CMAFS to include, but not limited to, surface preparation, protective coatings, surface treatments, caulking, signs, street markings and airfield markings. All color selections will comply with the PAFB and CMAFS Facilities Excellence Programs. 3. The Painting Contract will be a firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides a streamlined means to complete a broad range of painting projects. During the life of the contract, Base Civil Engineering will identify interior or exterior Painting tasks required for each specific job. This is only a Sources Sought Synopsis and is not a Request for Proposal (RFP). 4. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and future RFP. 5. Responses to this sources sought synopsis will be used for a market survey analysis to determine if the contemplated acquisition will be conducted under full and open competition, or as a set-aside under a small business set-aside or 8(a) procedures. Respondents shall indicate in their responses whether they qualify under NAICS Code 238320 with a size standard of $14 million as a small business. 6. The Government is contemplating a period of performance for this contract of one (1) base year with eight (8) option years, which may be exercised to extend the period of performance. The estimated contract start date is September 2012, with a 30 day Phase-In Period. Estimated contract amount anticipated for the life of the IDIQ contract is between $5 and $10.0M. 7. Interested parties are requested to submit a statement of capability outlining past work that is related to this requirement listed above. The statement of capability shall include: a.Vendor Name b. The company's standard format is acceptable; however, the limit for all responses is not to exceed ten(10) single-sided, 12 font size, 8 ½ x 11-inch pages. The submitted information shall be UNCLASSIFIED. 9. Only electronic responses shall be accepted. Response shall be received no later than 12:00 P.M.
