Description
Maintenance Agreement The Uniformed Service University of the Health Sciences (USUHS), located on the Nation Naval Medical Campus (NNMC) in Bethesda, MD intends to negotiate on a sole source basis GE Healthcare Inc. for an option year order for a Maintenance Agreement on FLA Imaging System and LAS 3000 CCD Imaging System. The resultant award will have a base period of twelve months with two one year options. This maintenance agreement will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The FLA Imaging System and LAS 3000 CCD Imaging System are used in our research laboratories. The previously mentioned machines are utilized by both students and professors on a daily basis and must be in working order at all times. This maintenance contract will provide unlimited emergency (remedial) repairs as needed, in which the contractor will provide all labor, parts, materials, tools, transportation, and management necessary to maintain and repair the equipment. GE Healthcare is the only known source that can provided the requested maintenance agreement. This is based on GE Healthcare Inc. being the sole source for factory trained labor and technical services for these particular pieces of machinery. The period of performance for the required maintenance agreement commences on April 1, 2011 and ends March 1, 2011. This is not a request for quote. However, all interested parties may contact the Contract Specialist listed below. Sources interested in responding to this requirement must be able to provide compelling evidence that they can obtain/provide a maintenance agreement contract for the FLA Imaging System and the LAS 3000 CCD Imaging System. Responses must be submitted electronically, via email, to stephen.enokida@usuhs.mil. The deadline for submittal of responses is April 1, 2011, 4:00 pm Eastern Standard Time.
