- Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic,Charleston, SC intends to issue a request for proposals (RFP) for theprocurement of C4ISR tactical vehicle engineering and prototyping services.The contractor shall provide engineering, prototyping and software integration,and technical support services required to augment Governmentprogram/project managers and engineers in fulfilling SPAWAR, U.S. MarineCorps, and other federal agency tasking. The contractor shall define, design,fabricate/prototype, inspect, test and evaluate, and deliver integratedprototype systems, or other equipment, for installation in strategic andtacticalvehicles. The contractor shall provide life cycle support of C4ISR tacticalvehicles and related interface systems, subsystems and equipment, andassociated programs and projects. The contractor shall develop the necessaryengineering processes and documentation to move the resultant products tothe production stage (actual production will be accomplished via a separatecontract). The necessary tasks to design these products will include defininghardware/software requirements, fabricating/prototyping, inspecting, testing,and evaluating. Engineering and logistics support will be required in CONUSand OCONUS. The technical support services shall be provided for variousC4ISRrequirements and programs such as, but not limited to, the following:Marine Corps, Mine Resistant Ambush Protected (MRAP) and MRAP II vehicles,Joint Explosive Ordnance Disposal (EOD) Rapid Responded Vehicle (JERRV), AirForce and other Department of Defense (DOD) vehicle platforms, Navy C4ISRtactical vehicles, Marine Corps C4ISR tactical vehicles, and other tacticalvehicles. TheC4ISR tactical vehicles programs/projects are comprised ofintegrating a number of communications, command and control systems, andother special equipment into the vehicles. The Government anticipates awardof an indefinite delivery/ indefinite quantity, cost-plus-fixed-fee,performance-based contract with the option to issue fixed price task orders [updated].Thiswill be a multiple award contract, and the period of performance includes abase year and four one-year option periods [updated]. The procurement willbe conducted under full and open competition on an unrestricted basis. Theapplicable NAICS code is 541330 with a size standard of $27 Million. Theestimated release date for the formal RFP is 8 March 2011 [updated]. It is theofferor's responsibility to monitor this site for the release of the RFP andamendments (if any).
