Sources Sought in Microsoft Word CT-FP FY 11 Acquisition Sources Sought FedBizOpps Reference #KIRTLAND-PKOD-Sources Sought-2011 The Air Force Nuclear Weapons Center Construction Team (PKOD), Kirtland AFB, NM is soliciting capability responses from the commercial industry to determine if a broad range of maintenance, repair and minor construction can be performed under a design/build or just build process. In-house design capability or ready access to design capability is a must for projects including alteration and repair to existing infrastructure. Work may potentially involve new construction of buildings or facilities. The performance location is Kirtland AFB, New Mexico. For the purpose of this RFI the anticipated North American Industrial Classification System (NAICS) codes are 236220 / Commercial and Institutional Building Construction and 236118/Residential Remodelers, each with a size standard of $28,500,000. All interested parties are invited to respond and must have current Central Contractor Registration (CCR). This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOpps notice is an announcement seeking market information on businesses capable of providing the services as described herein. AFNWC/PKOD is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Should a future requirement(s) evolve from this preliminary planning process, projects are anticipated to be in range between $2000.00 - $5M, and will be posted to FedBizOps accordingly. Potential sources will be expected to accomplish a wide variety of individual or multiple construction projects, from an on-the-shelf design or a design provided by in-house designers (including design/build ranging from concept up to 100% level of effort). Construction includes, but not limited to, renovation, additions/upgrades, along with specific work in general construction specialties such as HVAC, electrical, mechanical, plumbing, carpentry and other major trades. Only contractors with proven experience in design/build will be considered. If your firm has an interest in proposing on the requirements described above, please mail a Capability Statement to Mr. David Clonts, david.clonts@kirtland.af.mil Not Later Than 21 March 2011, 4:00 p.m. Mountain Time. The Capability Statement should include general information and technical background describing your firm's experiences in contracts requiring similar efforts to meet the program objectives. Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point type or larger. Published literature may be any number of pages. All questions, in reference to this posting, must be submitted not later than 16 March 2011, 4:00 p.m. Mountain Time. Request Capability Statements, include the following: 1. Company name, address, point of contact (POC), telephone number, fax number, e-mail address, NAICS code, GSA schedules held, company size (small, large business); if small, indicate type (8(a), small disadvantaged business, HUBZone, minority-owned, woman-owned, veteran-owned, etc.). 2. Demonstrate ability to support broad range of maintenance, repair, and construction services of real property (for example, carpentry, excavation, interior renovation, electrical, plumbing, painting, demolition, masonry, and HVAC). Work may potentially involve new construction of buildings or facilities to include some or all of the above elements of work at Kirtland AFB (Albuquerque, New Mexico) so contractor shall include any capabilities/experience, geographic information system, and environmental permitting experience. 3. Demonstrate in-house Architech and Engineering (Up to 100%) design capability or ready access to design capability for projects including alteration and repair to existing infrastructure, to include a wide variety of individual or multiple construction projects, from an on-the-shelf design or a design provided by in-house designers (including design/build ranging from concept up to 100% level of effort). 4. Demonstrate contingency ability to provide a significant increase of support (e.g. rapidly identify, equip and employ resources) in the event of an End of Fiscal Year (EOFY) surge in size or complexity of projects or requirements. 5. Past/Current (present to past 5 years) Performance Background as it relates to Item's #2-4 such that you were the Prime Contractor, to include: a. Contract identification number(s) b. Title and a brief summary of the objective of the effort c. Contracting agency or firm (Government or commercial) d. Value of the contract(s) e. Type of contract(s), i.e., fixed price, cost reimbursement, labor hour f. Percentage of work done as the Prime Contractor g. Ability to secure bonding up to $5M (Bid, Payment, Performance, etc.)
