Description
The Social Security Administration’s (SSA) Office of Telecommunications Systems Operations (OTSO) is responsible for the total telecommunications and computer processing solution for SSA, requiring state-of-the-art software to support the Agency imaging infrastructure. Notice of Intent The Social Security Administration (SSA) requires continued software maintenance and upgrades for Government owned Global 360 software products listed below: Enterprise Imaging Server (Production) Enterprise Workflow Server (Production) Enterprise Imaging Server (Life Cycle) Enterprise Workflow Server (Life Cycle) Enterprise Storage 0-500 GB (Production) Enterprise Storage 0-500 GB (Life Cycle) SSA intends to establish a delivery order for continued maintenance on this proprietary software which is already installed and operating at the National Computer Center (NCC), the six Program Service Centers (PSC), the Office of Disability Operations (ODO), and the Office of International Operations (OIO). These software products provide the backbone system and environment to support SSA's nationwide National Imaging and Paperless PSC process. This paperless software solution supports 8 sites representing approximately 12,000 users nationwide, processes approximately 281,714 transactions daily and houses millions of electronic documents, some in workflow and some archived to magnetic disk. The period of performance shall be for 48 months, starting October 2011. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. The support provided by the Contractor shall be composed of the following elements: 1. The Contractor must provide a Technical Account Manager and a Dedicated On-Site Technical Support/Consultant. 2. The Contractor must provide Help Desk Telephone Support 8 a.m.-8 p.m. ET, Monday-Friday for all issues, not just critical production down issues. 3. The Contractor must provide 7x24 Telephone Technical Support personnel for mission critical systems. The 7x24 support is designed to restore a production system to a running status after an unexpected system outage. 4. The Contractor shall deliver Remote web access support as needed to assist in resolution of a specific issue. 5. The Contractor must provide and maintain support of SSA’s currently installed version of the Global 360 Enterprise 9.2.1 Imaging and Workflow software through the duration of contract. 6. Delivery of services packs/patch packs for currently supported major versions 7. Access to new major releases 8. Knowledge Base/Transfer (Customer e-mail/newsletter/Online Resources) 9. Project Management and Program Management Support The Contractor shall appoint a single project manager who has the responsibility for all services provided under this contract and full management authority for all Contractor personnel assigned to work on this project. Written responses to this Notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A solicitation is NOT available. Therefore, we will not honor written and/or verbal requests for copies of a solicitation related to this announcement. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
