Description
CMS has awarded Firm-Fixed Price contract, HHSM-500-2011-00003C to Signature Consulting Group, LLC of Columbia, MD. The contract award is a five (5) year base with four (4) option years for HITECH Audit Support services. This award was made on a sole source basis under authority of FAR 19.8 "Contracting with The Small Business Administration (The 8(a) Program). The ARRA specifies that CMS shall commence making payments effective January 1, 2011, or as soon as CMS systems are capable. The audit process will need be started soon after the first payments are made. An audit support contractor is needed at this time to assist CMS in developing the audit procedures and processes. Title IV of Division B of the American Recovery and Reinvestment Act of 2009 (ARRA) (Pub. L. 111-5) amends Titles XVIII and XIX of Social Security Act (the Act) by establishing incentive payments for EPs and hospitals to promote the adoption and meaningful use of Health Information Technology (HIT) and qualified Electronic Health Record (EHRs). The expanded use of HIT and EHRs is considered essential in order to significantly improve both the quality and value of American health care. Collectively, these provisions, together with Title XIII of Division A of ARRA, are termed the Health Information Technology for Economic and Clinical Health Act (HITECH Act).
