- THIS IS A PRESOLICITATION ANNOUNCEMENT TO RAISE AWARENESS FOR POTENTIAL OFFERORS. Please reference Request for Proposal (RFP) number VA-791-11-RP-0018 The Department of Veterans Affairs Denver Acquisition & Logistics Center (VA DALC), in support of the Office of the Assistant Deputy Under Secretary for Health for Policy and Planning, is contemplating the issuance of a solicitation for non VA provided health care services to include those ranging from primary care services to acute inpatient hospital care and specialty consultation within specific areas of Veterans Integrated Service Networks (VISNs) 1, 6, 15, 18 and 19. Section 403, Public Law 110-387, Veterans' Mental Health and Other Care Improvements Act of 2008, requires the Department of Veteran Affairs (VA) to conduct a pilot program to provide contracted non-VA health care services to covered Veterans in at least five VISNs. Based on the criteria outlined in the statute, VISNs 1, 6, 15, 18, and 19 are eligible to participate in the pilot program which has been titled Project ARCH (Access Received Closer to Home). As mentioned above, health care services to be provided under Project ARCH range from primary care services to acute inpatient and tertiary care within specific areas. All providers shall have all licenses, permits, accreditation, and certificates required by law. Project ARCH SERVICE AREA: VISN 1VA New England Healthcare System Location: Northern Maine/Aroostook County, ME Services: Inpatient care including necessary ancillary services; urgent and elective surgical care; outpatient radiology and radiation oncology services; emergent and chronic dialysis; inpatient and outpatient rehabilitation services; and consultative services in cardiology, pulmonary, oncology, nephrology, gynecology, and general orthopedic surgery. VISN 6: VA Mid-Atlantic Health Care Network Location:Farmville, VA Services:Primary care, routine laboratory/pathology services, flat film diagnostic imaging services, preventive care, well woman care, and immunizations VISN15: VA Heartland Network Location:Pratt, KS Services:Primary care, mental health assessment routine laboratory/pathology services, flat film diagnostic imaging services, preventive care, well woman care, and immunizations VISN 18: VA Southwest Health Care Network Location:Flagstaff, AZ Services: Inpatient care including necessary ancillary services; urgent and elective surgical care; outpatient radiology and radiation oncology services; emergent and chronic dialysis; inpatient and outpatient rehabilitation services; and consultative services in cardiology, pulmonary, oncology, nephrology, gynecology, and general orthopedic surgery. VISN 19: Rocky Mountain Network Location: Billings, MT Services:Acute Inpatient care (unexpected medical and surgical admissions as well as planned surgical procedures requiring an inpatient stay) and surgical consultation The Government may award one or more fixed price indefinite delivery indefinite quantity type contracts. The contract period will be from the date of contract award through September 30, 2011, with two one-year options to be exercised at the discretion of the Government. This procurement is being conducted under the authority of Title 38 U.S.C. Section 8153, Sharing of Health Care Resources. The North American Classification Codes is 621111 and the Small Business Size Standard is $7.5 Million. This is a full and open procurement for any and all qualified, experienced, and knowledgeable business entity(s) who can meet the requirements. Solicitation documents will be available electronically on or about March 21, 2011 at the FedBizOpps website at http://www.fbo.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED.
