- 1. This is amendment number 3 to Special Notice previously published under Draft Solicitation W91260-11-R-0003. The purpose of this announcement is to provide notice that the Questions and Answers (Q&A's) received from industry shall be uploaded to the bidder's library. This announcement shall also provide additional guidance concerning the site visit to Wahiawa, HI 24 Mar 11. In addition, direction is provided for offerors with Organizational Conflicts of Interest (OCI) concerns. 2. Q&A's: A consolidated list of answers to questions received from industry shall be uploaded to the bidder's library (https://www.us.army.mil). Interested vendors desiring access should refer to prior FedBizOpps postings for instructions. 3. SITE VISIT TO WSOCS SITE IN WAHIAWA, HI on 24 Mar 11: All vendors attending the site visit to Wahiawa are reminded that the required access information must be submitted to theresa.coffenberry@us.army.mil and jen.d.baker@us.army.mil by 8 Mar 2011. Attendance at this site visit is voluntary. Failure to attend any of the site visits does not constitute grounds for a claim after contract award. Due to space limitations, interested vendors are allocated space for two individuals to attend. 4. During one-on-one discussions, it came to the Government's attention that questions concerning OCI remain. The following information is provided to address OCI concerns. a. Each proposal must include an OCI mitigation plan. Section M sets forth two requirements the offeror must address: (1) any OCI issues the Prime and/or the team have identified and what steps have been taken to avoid, neutralize or mitigate those concerns (see FAR 9.5); and (2) the plan/process to identify and manage any OCI concerns which may arise during contract performance. b. If an offeror identifies a significant OCI concern before final solicitation issuance that may possibly prohibit participation in the WSOTS solicitation, the offeror may provide the facts and analysis to the contracting officer. The Government will review the circumstances and provide a non-binding opinion if vendor would be prohibited from participating in the WSOTS acquisition. c. All requests shall be submitted to theresa.coffenberry@us.army.mil and jen.d.baker@us.army.mil. 5. Additional information, as it becomes available will be posted as well as amendments to this announcement and will be available for viewing on Army Single Face to Industry (ASFI) https://acquisition.army.mil/asfi and Federal Business Opportunities (FedBizOpps) https://www.fbo.gov. It is the responsibility of the interested parties to review these sites frequently for any updates/amendments to any and all documents.
