- The Library of Congress (LC) intends to negotiate a sole source contract with OCLC to continue to provide Library Bibliographic Utility Services for the FEDLINK Program. All services basically provide for interactive, contributory use of computer file systems in support of library functions. Users interact with the utility's system to conduct library operations such as cataloging, interlibrary loan, acquisitions, union listing, and reference functions. OCLC Online Computer Library Center is a nonprofit organization of cooperating library members which has developed a computerized system for creating and maintaining a regularly updated database of bibliographic holdings and other information supplied by such members and other parties, and for creating certain related products. Established in 1967, the primary basis for the organization is a union catalog of bibliographic records consisting of cataloging for items held in the majority of US libraries, more than 72,000 libraries of all types, and 170 other countries and territories. Within the OCLC system, libraries share cataloging information in the database called "WorldCat", and message one another regarding interlibrary loan requests. The size and scope of its union catalog is unique; it currently contains records identifying over 200 million individual titles, published and in manuscript, held by member libraries globally; this represents more than one billion location listings. Items cataloged in the OCLC union catalog represent approximately 470 languages, spanning over 4,000 years of recorded knowledge, in all formats (i.e. print on paper, microforms, electronic data and programs, sound and video recordings, motion pictures and broadcasts, scores, manuscripts, archives and ancient materials). OCLC provides storage and access to data created under cooperative programs in which LC and other national libraries participate, such as CONSER and the US Newspaper Program. Data is created at LC on the OCLC cataloging system for the National Serials Data Program, an IFLA program. This notice of intent is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 2:00 pm EST on March 15, 2011.
