Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The services will consist of project planning development, real property inventory of fueling systems and supporting facilities, site investigations, API Inspections, studies, reports, programming, concept design, final design, and A-E services during construction (shop drawing review and field visits) for fuel system projects. The successful firm(s) shall be able to perform the site investigations, prepare the programming documents, accomplish plans, specifications, design analysis, and cost estimates for the complete inspection and design of petroleum, oils, and lubricants (POL) fuel storage complexes with associated fuel distribution systems and supporting facilities for projects assigned to the Northwestern Division, Omaha District, US Army Corps of Engineers, POL Center of Expertise. Project locations are worldwide but will be concentrated in the continental U.S., Alaska, Hawaii, and its territories. Up to three (3) UNRESTRICTED Indefinite Delivery contracts will be negotiated and awarded, each with a base of 5 years. The amount of each contract will not exceed $9M. Minimum contract guarantee amount is $5,000.00. Work will be issued by negotiated firm-fixed-price task orders. Negotiated Task Orders: The contracting officer will consider the following factors in deciding which contractor will be selected to negotiate an order: performance and quality of deliverables under the current contract, current capacity to accomplish the order in the required time, uniquely specialized experience, and equitable distribution of work amount the contractors. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award, a firm must be registered in the Central contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov The contracts are anticipated to be awarded in October 2011. North American Industrial Classification System code is 541330, which has a size standard of $4.5M in average annual receipts. These contracts are open to SMALL BUSINESS AND OTHER THAN SMALL BUSINESS. For all large business entities, a subcontracting plan will be required prior to award of the contracts, consistent with Section 806 (b) of PL 100-180, 95-907, and 99-661. The following informational subcontracting goals are to be considered: Award approximately 50% of the total subcontracting dollars to all Small Business concerns, 17% to Small Disadvantaged Business (SDB); 18% to Women-Owned Small business; 10% to HubZone Small Business; 8.5% to Veteran-Owned Small Business; 4% to Service-Disabled Veteran-Owned Small Business and 1% to Historically Black Colleges and Universities of Minority Institutions. The subcontracting plan is not required with this submittal, but will be requested from large business concerns after selection and prior to contract award. 2. PROJECT INFORMATION: Projects will consist primarily of design (and programming) for new, additions to, and upgrade of POL facilities including (but not limited to): Above ground storage tanks; hydrant fuel distribution systems including pumps, valves, hydrant and filter separators, bulk storage systems, transfer pump houses, and controls; Buildings including pump houses, petroleum operations buildings, fuel truck maintenance buildings, and generator buildings. Projects will also include infrastructure design for POL facility-related site utilities, site planning, aircraft parking aprons (pavement design), fuel pits, fill stands, and off-load facilities, and roads and bridges. Projects will also include project planning development (to include deficiency identification, validation, repair/construction recommendations with justification, SOW development, and cost estimates), inspection of fueling systems to include API 563, and real property inventory. Finally, projects will include requirements for facility-related special designs including cathodic protection, fire protection, NATO cut-and-cover tanks, fuel storage tank inspection, underground storage tank removal/replacement, special coatings and paints, asbestos/lead paint removal, and demolition of existing buildings. Construction cost estimates may be required for any of the design tasks listed above. Construction cost estimates will be prepared using the US Army Corps of Engineers' Computer Aided Cost Estimating System (M-CACES) (software provided by Government). Specifications will be produced in SPECSINTACT using Unified Facilities Guide Specifications (UFGS). Design review comments and their responses will be performed on US Army Corps of Engineers Review Management System ProjNet/Dr-Checks. Drawings will be prepared in a format fully compatible with Bentley MicroStation V8 or AutoCAD version 14 or later depending on specified customer requirements. Delivery of electronic CADD and CALS files, as well as prints, will be required. The A-E firm may be required to act as an extension of the Omaha District Design Team for one or more design disciplines on some project. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-f are primary. Criteria g & h are secondary and will only be used as tiebreakers between technically equal firms. a. Specialized experience and technical competence of the firm and consultants in the following areas. Only experience that has occurred in the last five years should be included in the offer. All projects cited shall identify design start/complete dates as well as the project size (cost and scope). (SF 330, Part I, Section F) (1) Experience in the design of new, additions to, and upgrade of POL facilities including (but not limited to): Above ground storage tanks; hydrant fuel distribution systems including pumps, valves, hydrants, and filter separators, bulk storage systems, transfer pump houses, and control systems; Buildings including pump houses, petroleum operations buildings, fuel truck maintenance buildings, and generator buildings. (2) Experience in the design of infrastructure for POL facility-related site utilities, site planning, aircraft parking aprons, fuel pits, off-load facilities, fill stands, and roads and bridges. (3) Experience in the design of specialized facility-related special designs including cathodic protection, fire protection, NATO cut-and-cover tanks, fuel storage tank inspection, underground storage tank removal/replacement, and special coatings and paints. (4) Experience in the inspection of fueling systems to identify and validate deficiencies, propose corrective actions, develop SOW and cost estimates. (5) Experience with multi-discipline task order type contracts that require the ability to respond quickly to task orders, requests for offers, and completion of projects on an accelerated schedule. Special emphasize should be provided for previous experience with Military Fuel IDIQ Contract Task Orders. (6) Experience in compliance with laws, regulations, user criteria, or other critical project criteria as related to general project design and construction, and for special asbestos/lead paint removal, underground storage tank removal/replacement, demolition of existing buildings, and permitting required for project construction. (7) Experience in the use of the MCASES Gold cost estimating system. The following evaluation criteria will be used to evaluate offerors documentation submitted: Exceptional - The offer exceeds the scope of the announcement requirements in the majority of the aspects of the particular factor or sub-factor. The Offer also provides advantages and exceeds the announcement requirements in performance or capability indicating maximum benefit to the Government. The factor or sub-factor has no weaknesses or omissions. Above Average - The Offer exceeds the scope of the announcement requirements in many aspects of the particular factor or sub-factor. The Offer provides advantages in key areas or exceeds announcement requirements in performance or capability indicating significant benefit to the Government. The factor or sub-factor may contain weaknesses or omissions that have no impact on the Offer as a whole and are easily correctable. Average - The Offer matches the scope of the announcement requirements of the particular factor or sub-factor. There may be strengths but they may not aggregate into an advantage indicating additional benefit to the Government or may be offset by weaknesses. There may be weaknesses, significant weaknesses or omissions; these are correctable without major revision(s) of the Offer. There is room for improvement in this factor or sub-factor. Marginal - The Offer matches some but not all of the announcement requirements of the particular factor or sub-factor. There may be limited or individual strengths but they do not aggregate into an advantage and are offset by weaknesses, significant weaknesses, deficiencies or omissions. The Government may still receive benefit from the Offer submitted. Unacceptable - The Offer fails to meet a majority of announcement requirements or has omitted critical information required to evaluate this factor or sub-factor. There are no strengths. The Offer contains a large number of or highly significant weaknesses, significant weaknesses, omissions and/or deficiencies. Upon completion of evaluation of the SF 330 offers received, a short list of most qualified firms will be determined. Until selection is completed, there will be no notification of any type to firms either on the short list or not who submitted information for consideration. Once the short list is approved by the Source Selection Authority, those firms that did not make the short list will be promptly notified. b. Professional personnel qualifications and specialized experience in providing services similar to those listed above of the proposed team members (including consultants) in the following key design disciplines. Key disciplines that are required to be performed by registered and licensed professionals are: project management, architecture, interior design, landscape architecture, master planning, mechanical, electrical, structural, civil, sanitary (water and wastewater), environmental (hazardous waste), cost engineering, soils engineering, asbestos/lead remediation, and land surveyor. Evaluation of these disciplines will consider education, training, relevant experience in design of similar facilities, and longevity with the firm. The availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the required schedule. (Do they need to be certified/licensed for a number of years? (SF 330, Part I, Sections E & G) c. Work management: A proposed management plan shall be presented that includes an organization chart and addresses team organization, any anticipated sub-contractors or entities to supplement the design team, quality control procedures, cost control, coordination of in-house disciplines and consultants, and prior experience of the prime firm and any of their significant consultants on similar projects. The SF 330 shall clearly indicate the primary office where the work will be performed and the staffing at this office. (SF 330, Part I, Section H, Item 1) d. Capacity to complete potential multiple task orders within a reasonably aggressive schedule. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. (SF 330, Part I, Section H, Item 2) e. Past performance on DoD and other contracts with respect to quality of work, cost control (maintaining the project construction cost below the Programmed Amount), and compliance with performance schedules. Previous experience of IDIQ Military Fuels contract task orders (including time frame, number of task orders, and total dollars) will be considered. Firms that can show experience working with the Omaha District, POL Center of Expertise, will receive a higher rating. (May be evaluated from ACASS information obtained by the Omaha District Office) f. Compatibility with CADD systems: Drawings will be prepared in a format fully compatible with Bentley MicroStation V8 or AutoCAD version 14 or later depending on specified customer requirements. g. Extent of participation of SB, SDB, WOSB, S-DV, HUBZone, and, if appropriate, historically black colleges and universities, measured as a percentage of the total estimated effort compared to the goals identified in Paragraph 1 above. (SF 330, Part I, Section H, Item 3) h. Volume of DOD contract awards in the last 12 months. (SF 330, Part I, Section H, Item 4) 4. SUBMISSION REQUIREMENTS: a. Interested firms having the capabilities to perform this work must submit three copies, each containing Parts I and II of the SF 330 information for the prime firm and all consultants, to the above address not later than1400 hours on the response date indicated above. Each copy shall be divided by tabs (dividers) separating Parts I and II, and tabs dividing the subsequent sections from each other (Note: Parts I, II, and Subsequent Sections are as defined in the SF330 Instructions). The SF 330 shall have a page limit of 140 pages. A page is one side of a sheet, 8-1/2" by 11". If a fold out is used, each sheet of a fold out shall count as a minimum of 2 pages. Font size shall not be smaller than 10 fonts. Pages shall be numbered. b. Include the firm's ACASS number on the SF 330, Part I, and Block B. On the SF 330, Part I, Block C, provide the ACASS number for each consultant, if available. If your firm does not have an ACASS number, it can be obtained from the Portland District, Corps of Engineers ACASS database by calling (530) 808-4591. c. SF 330, Part I, Section H (Additional Information) shall contain the following information. (1) Item 1 - Management Plan -Include the information requested in Paragraph 3c above. (2) Item 2 - Capacity to complete the work. Reference Paragraph 3d above. Provide a 1-2 page narrative discussing the capacity of the design firm to meet schedules, including adequacy of qualified personnel available and past experience in meeting tight design schedules. (3) Item 3 - Extent of participation of SB, SDB, WOSB, S-DV, HUBZone, and, if appropriate, historically black colleges and universities, measured as a percentage of the total estimated effort compared to the goals identified in Paragraph 1 above. (4) Item 4 - Volume of DOD contracts within the last 12 months - Reference Paragraph 3h above. Provide a complete listing of all DOD projects designed within the last 12 months. This listing shall include all DOD projects performed within the last 12 months, no matter what stage of design or the extent of design effort required. Facsimile transmissions will not be accepted. Announcement packages are not provided and no additional project information will be given to firms during the announcement period. This is not a request for offer. d.
