- LUKE AFB, AZ Glendale, Arizona 85309 United States This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number (F2U3140316A001) is issued as a Request for Quotation (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F2U3140316A001. This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. This solicitation is being issued as 100% small business set-aside. The North American Industry Classification System (NAICS) code is 541380 and the size standard of $12.0M applies to this procurement. The Small Business Competitiveness Demonstration Program does not apply. The Defense Priorities and Allocation System (DPAS) does not apply. The requirement is to perform testing on AFFF foam on Fire Suppression Systems at Luke Air Force Base, AZ, 85309, in accordance with the Statement of Work. FOB Destination to Luke Air Force Base, Arizona, 85309. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The evaluation will be based on price, technically acceptable offer, and delivery of service. The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this acquisition. 1. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database. NO EXCEPTIONS. STATEMENT OF WORK Perform Testing on AFFF Foam on Fire Suppression Systems Luke AFB, AZ 85309 1.0 SCOPE: The work covered by these specifications consists of furnishing all labor, transportation, equipment, tools, material, permits, application taxes, and performing all operations necessary to complete the job. 2.0 LOCATION: Basewide. 3.0 WORKING HOURS: All work will be performed during normal work hours of regular workdays, Monday through Friday, 0700 - 1630 hours, unless prior coordination has been made with CE. Contractors will notify Utilities shop and building manager of any equipment downtime. 4.0 SITE VISIT: Contractors are urged and expected to inspect the site where services are to be performed to satisfy them regarding all general and local conditions that may affect the cost of contract performance to the extent the information is reasonably attainable. In no event shall failure to inspect the site constitute grounds for claim after contract award. 5.0 EXTENT OF WORK: Contractor shall provide an AFFF Foam Concentrate Quality Analysis Report on 26 AFFF tanks. The list of buildings will be provided once the contract is awarded. Contractor will collect and analyze 3 samples at each AFFF tank: one sample from the top of the tank, one sample from the tank bottom and one sample between the bladder and the tank. All analyses will be collected and tested by qualified laboratory or AFFF manufacturer. All work will be done in compliance to NFPA Standard 11. Tests should include physical properties such as appearance, Ph, density, refractive index and performance properties such as expansion, 25% drain time, film formation and film seal ability and all other tests required by NFPA Standard 11. Once complete the contractor will tag each tank. 6.0 REPORTS: Contractor shall provide a report to the Utilities Shop within 2 weeks of receiving the samples. 7.0 POINT OF CONTACT: Authorization and questions will be coordinated with Mr. Danny Thomas or Mr. Mark Raposa, 56 Civil Engineer Squadron, Utilities Shop at 856-6163. 8.0 PERIOD OF PERFORMANCE: Work under this contract shall commence at the notice to proceed and end 60 days later.
