Description
THIS IS A NOTICE OF INTENDED SOLE SOURCE AWARD. Directorate of Contracting Office Fort Sill, Oklahoma intends to award a SOLE SOURCE contract to the Oklahoma Department of Agriculture, Food, and Forestry Wildlife Services Division. The description of this requirement to be awarded all or none follows: aerial surveillance of no less than 168 sections (640 acres = 1 section) of Fort Sill with a helicopter & plane. The main mission of the plane is to locate & coordinate feral hog removal. The helicopter will focus on the actual feral hog & coyote removal. Coyote control will be secondary to feral hog control & sampling. Feral hog & coyote removal numbers will be tallied & reported to Natural Resources at the end of each day; personnel & equipment necessary to perform the aerial feral hog removal; perform disease sampling on 10% of feral hogs killed (up to 70 hogs). 100% of disease sampling results will be provided to Fort Sill Natural Resources. Location, date, & disease sampling results (positive/negative) will be provided to Fort Sill Natural Resources by email for each hog sampled. Disease sampling will include classical swine fever, swine brucellosis, pseudo rabies, & swine influenza virus. Sampling will also provide specimens to the national feral swine archive. The government will obtain coordination with Air Traffic and Airspace Officer. Flight schedules shall be coordinated with Air Traffic Control Division Chief. The period of performance shall be from April 1, 2011 to December 31, 2011 (ESTIMATED 8 MONTHS). The North American Industry Classification System (NAICS) Code is 115112 (PEST CONTROL SERVICES, AGRICULTURAL), size standard $7M. This proposed contract action is for supplies or services for which the Government intends to solicit or negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five (5) business days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
