Description
In support of the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor System (JLENS) Product Office (JPO), the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) has a requirement for JLENS Stimulator (JSTM) Maintenance. The contractor will be required to provide hardware maintenance and hardware upgrades on each of the four (4) JSTM systems: two (2) JSTM systems in the Cruise Missile Defense Systems (CMDS) System Integration Lab (SIL) and two (2) JSTM systems at the Utah Test and Training Range (UTTR). The contractor shall provide software maintenance for each of the four (4) JSTM systems: two (2) systems in the CMDS SIL and two (2) systems at UTTR. The contractor shall support the JPO in identifying problems during mission execution where the JSTM system is utilized. The contractor shall provide software maintenance for issues found during JSTM execution and install the software patches to each installation of the JSTM, to include software support necessary to integrate with future incremental JLENS tactical software builds. The contractor shall provide software and hardware modifications and/or upgrades to the four (4) JSTM systems: two (2) systems in the CMDS SIL and two (2) systems at UTTR. The USASMDC/ARSTRAT intends to negotiate on a sole-source basis with deciBel Research, Incorporated, Huntsville, Alabama, to fulfill this requirement. The proposed action is pursuant to 10 U.S.C. 2304 (c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1. Award to any source other than deciBel Research, Incorporated would result in unacceptable delays and substantial costs. This acquisition is not open to foreign firms. All responses should be directed to Dianne Trimble at dianne.trimble@smdc.army.mil and must be received within fifteen (15) days from the publication date of this synopsis. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole-source action is not a request for competitive proposals. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.
