THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. STATEMENT OF PURPOSE Chalmers P. Wylie VA Ambulatory Care Center ( VAACC ; Columbus VA ) is seeking sources under NAICS Code 621111 (size standard of $10.0 million) that are able to provide Comprehensive Professional Component Radiology Services, including, performance and formal interpretations of General Diagnostic, Fluoroscopy, Magnetic Resonance Imaging (MRI), Magnetic Resonance Angiography (MRA), Computerized Tomography (CT), Computerized Tomography Angiography (CTA), Coronary Computerized Tomography Angiography, Interventional, Nuclear Medicine General Diagnostic, Cardiac Nuclear Medicine, General Diagnostic, Ultrasound, including reading or the possibility of over reading DVT and Carotid, and Bone Densitometry, and routine images accessible on VISTA radiology workstations, and or hardcopy/CD images. Columbus VAACC seeks a source capable of rendering professional component medical services for comprehensive radiology services, to include diagnostic and interventional radiology. Columbus VA staff will render non-professional component services required to support the contractor in the daily performance of the contract. Contractor will provide a qualified designated medical Director of Radiology and Nuclear Medicine, Radiation Safety Officer (RSO) and Magnetic Resonance Imaging Safety Medical Director. The designees will oversee their respective programs providing guidance and direction according to their respective governing bodies and participate in periodic quality management and peer review processes monthly meetings. Contractor will be required to meet certain licensure, credentialing and privileging, billing, technical, and privacy standards to be set forth as part of the solicitation package. Columbus VA anticipates the solicitation will be full and open source, competitively bid, for a fixed quantity of professional component medical services. The anticipated solicitation will be for provision of 1.5 full-time equivalent employees (FTE), as determined by Columbus VA. The current annual workload to be covered under the anticipated solicitation is estimated to represent approximately 10,000 Relative Value Units (RVUs), using the Centers for Medicare and Medicaid (CMS) model. Note, however, that the anticipated solicitation is NOT a per-procedure solicitation. The anticipated solicitation will require contractor to staff core radiologist services during the hours of normal business operation, currently 8:00AM to 4:30PM; additionally, the contractor may be required to render services beyond core hours as necessary to meet demand. Contractor shall provide a network of highly experienced, Board Certified Radiologists with a spectrum of sub specialties experience and advanced HIPAA compliant technology experience. Physician shall dictate findings, review, electronically sign and upload reports into VHA s Computerized Patient Record System (CPRS). Contractor staff must be qualified to read a variety of modalities including, but not limited to, General Diagnostic, Fluoroscopy, Magnetic Resonance Imaging (MRI), Magnetic Resonance Angiography (MRA), Computerized Tomography (CT), Computerized Tomography Angiography (CTA), Coronary Computerized Tomography Angiography, Interventional, Nuclear Medicine General Diagnostic, Cardiac Nuclear Medicine, General Diagnostic, Ultrasound, including reading or the possibility of over reading DVT and Carotid, and Bone Densitometry. Future expansion of services during the time frame of this anticipated solicitation may include, but not be limited to, procedures such as Virtual Colonoscopy or Myelograms, or other Interventional Radiology Services. Additional services rendered under the scope of general or specialized Radiologist Services may be required; these future services shall be considered included in the anticipated scope. ABOUT THE AGENCY Columbus VAACC is a state of the art medical facility which opened on November 12, 2008 and is located in Columbus, Ohio. Columbus VA is a part of the VA Healthcare System of Ohio, U.S. Department of Veterans Affairs. Columbus VA serves veterans from 13 counties of Central Ohio, including Franklin, Hardin, Morrow, Knox, Coshocton, Union, Delaware, Licking, Muskingum, Madison, Perry, and Morgan. Columbus VAACC has Community Based Outpatient Clinics (CBOCs) located in Grove City, Marion, Newark, and Zanesville, and is also the parent facility for the Veterans Readjustment Counseling Center (Vet Center) located in downtown Columbus. Approximately 250,000 veterans reside in the clinic s Primary Service Area. Columbus VAACC is a high-growth facility, as it projects approximately half a million patient visits by 2012, and expects the number of veterans receiving care from Columbus VA to increase to 35,000 during the same time. The facility offers services in primary care, same-day surgery with full anesthesia support, and comprehensive specialty services including mental health, audiology, optometry, dental, prosthetics, cardiology, gastroenterology, renal, neurology, dermatology, ENT, and orthopedics. Columbus VA will be transitioning to a 23-hour care model capable of rendering Urgent Care and other services around the clock. Veterans requiring urgent and emergent care are admitted to local hospitals, guaranteeing comprehensive care services are available close to veterans and their families. Patients requiring specialized care are transferred to VISN 10 Medical Centers. Veterans Benefits Administration and Veterans Service Organizations are also co-located within the Columbus VA facility, ensuring continuity of care beyond the healthcare setting. With over 950 employees, including physicians, nurses, administrative and support staff, Columbus VA operates as a major healthcare facility in central Ohio. And, consistent with VHA mission, Columbus VA maintains strong affiliations with major universities in the region, including Ohio State University Colleges of Medicine, Dentistry, Optometry, Public Health, Nursing, and Social Work. STATEMENT REGARDING SOURCE SOCIO-ECONOMIC CONSIDERATIONS The purpose of this notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other. In accordance with VA Acquisition Regulation 852.219-10 a SDVOSB is defined as a small business concern, not less than 51% of which is owned by service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by service-disabled veterans (or eligible surviving spouses). Further the management and daily business operations are controlled by service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. In addition the business meets size standard for NAICS Code 621111 stated above and is verified for ownership and control and is so listed in the Vendor Information Pages database, http://www.vetbiz.gov. Moreover qualified SDVOSB concern agree that in the performance of the contract, at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran owned small business concerns. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available.
