Description
This is a Sources Sought Notice for the following services related to VA Medical Center project 528A6-11-623; "Campus Wide Security Upgrade for Bath VAMC". The VA Medical Center, Bath, New York is seeking professional engineering firms, under NAICS code 541330, to provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to upgrade the Campus Wide Security. PROJECT SCOPE: Physical Security shall be upgraded within approximately ten (10) buildings, including 45 to 60 points. The scope of work is anticipated to include the following, however the consultant hired is expected to assist in developing the scope and providing expert guidance regarding the scope with relation to satisfying the requirements of the handbook. 1. Each point is a door. 2. Each door will get the following (or equivalent): Mag Lock Card Reader and/or additional devices Controller REX buttons for exit Doors not in compliance with the requirements of the handbook shall be upgraded. 3. Each door controller will be connected to the security office via existing fiber optic infrastructure where possible, or by new fiber where necessary. 4. Approximately 30 New cameras will be added to building 104, which currently has an expandable system with 60 cameras. Review existing camera locations and modify existing/add new cameras to ensure complete coverage. 5. Interconnection of cameras to the security office will be via existing fiber-optic infrastructure where possible, new where required. 7. Approximately 6 new cameras will be added to bldg 34's existing 9 camera system. Review existing camera locations and modify existing/add new cameras to ensure complete coverage. 8. Review and design electrical power for all the power supplies from emergency power sources in each building. 9. If emergency power is not available, investigate the need for battery backups versus losing the system temporarily until normal power is restored. 10. If breakers are not available, add panelboards as needed to accomplish the wiring/distribution. 11. Rework the security office layout to accommodate additional monitors and equipment (Architectural). 12. Coordinate with existing fire alarm system for egress during an alarm condition. Fail-Safe versus Fail-Secure must be reviewed and implement operational and procedural changes. 13. Review the cooling requirements for added equipment in the security office. 14. Review the lighting levels for proper operation of the cameras (especially in outdoor applications).. All designs will follow, but not limited to, VA Space Planning Specifications, in conjunction with the VA Master specifications as outlined in VA Handbook 7610. The design will be completed in a manner such that the estimated construction cost is within the VA budget. EXISTING CONDITIONS The Bath VAMC is a campus facility with many (more than 30) buildings located on over 200 acres. Many of the facility buildings are eligible for inclusion on the historic register. Currently, most access control is accomplished by key, with some combination locks used. Two buildings house domiciliary patients and have existing though limited visual monitoring of hallways and access points using cameras monitored in the domiciliary office. ENGINEERING SCOPE OF SERVICES 1.Provide investigative and schematic design services, construction documents, working drawings, specifications, cost estimate, shop drawing review and construction period services as required to upgrade Sanitary Sewer System. Services will included all Site/Civil, Mechanical, Electrical or other Engineering or Architectural work associated with this project. Final design submission shall include phased drawings of all abatement, demolition, and construction work as required to allow the continuous use, with minimal interruption of services, to all of the buildings and associated areas. Provide an NFPA/Life Safety Code review and make sure all building code are addressed with the project. Provide any asbestos services during design or construction as needed. 2.Provide contract specifications utilizing the VA Master Specifications available at www.cfm.va.gov/TIL/. Edited specifications are to be provided to the Bath VAMC electronically by either email or on a CD rom. All edited specifications are to be edited to the specified project and have all impertinent specs and information removed. 3.Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. 4.Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Bath Engineering Service, VA Network 2, or any other government comments. 5.Provide an electronic set and one (1) hard copy set of "Architectural E1" (30"x42") size working drawings, specifications, and cost estimate at the 50% and the 100% review stage. Also, provide an electronic set and one (1) set of drawings stamped and signed by an Engineer licensed in the State of New York, specifications, and cost estimates at final design submission. Electronic set at 100% final stage is to be provided in both PDF and AutoCAD 2006 formats. 6.Project completion of construction documents, including final design, contract drawings, specifications, and cost estimate is to be 90 days from award of contract. 7.Provide a detailed material/labor cost estimate for construction of this project at the 100% review stage. 8.Attend pre-bid job walk and provide all engineering responses to questions asked by potential bidders and issue an addendum, if necessary. 9.Provide a technical review of all project submittals/shop drawings related to the project and provide all required responses to any design/conflict questions encountered in these areas during construction in an expeditious manner. A walk through is required at the end of the construction to provide a punch list of items to ensure the "completeness" of the construction, both technologically and physically. 10.Provide expeditious responses to all design/conflict questions encountered during the construction term. 11.Upon completion of the project, provide two (2) sets of stamped "Architectural E1" (30"x 42") as-built drawings, as well as a complete set in PDF and AutoCAD 2006 formats. The following evaluation criteria will be used during the A/E selection process: 1. Team proposed for this project; 2. Proposed management plan; 3. Previous experience of team proposed for this project; 4. Location and facilities of working offices; 5. Proposed design approach for this project; 6. Project control; 7. Estimating effectiveness; 8 Miscellaneous experience and capabilities; 9. Awards & recommendations; 10. Insurance & litigations. The applicable NAICS code is 541330. This acquisition for design services will be a 100% set aside for service disabled veteran owned small business concern (SDVOSB). All SDVOSBs must be verified by the Office of Small and Disadvantaged Business Utilizations Center for Veterans Enterprise (CVE) through www.vetbiz.gov to before award. SDVOSB firms desiring consideration must have a working office located within 150 miles of the Bath, New York city limits. All interested SDVOSB A/E firms are invited to submit Standard Form 330, Architect Engineer Qualifications and for any consultants, on SF 330 Extra Sections E and F.
