Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. US Army Contracting Command, Army Contracting Command - Warren, Warren, MI, intends to issue a sole-source Request for Proposal with BAE Systems, Minneapolis, Minnesota. The proposed effort contemplates the award to integrate the four PPUMA 11s that were designed, tested, and developed by BAE Systems and the Army Research Laboratory (ARL) (contract W911QX-08-C-0077) and purchased in TARDEC's Phase I effort (contract W56HZV-10-C-L595), into a Pulse Power System; and (b) provide technical and laboratory support for the development of the Low Risk EMA package and engineering related to the BAE Systems' PPUMA 11 (TARDEC's Phase II effort). The Government intends to procure these services on an other than full and open competition basis with BAE Systems under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A period of performance of 12 months is anticipated to satisfy the requirement. All responsible sources may submit a capability statement to corey.sadowski@us.army.mil. Responses to this notice must be received no later than 11:00 a.m., local time, Warren, MI, 17 March 2011. This notice of intent is not a request for competitive proposals or a solicitation of offers.
