Description
DEFENSE INFORMATION SYSTEMS AGENCY (DISA) INTENT TO SOLICIT SOLE SOURCE THULE TRACKING STATION COMMERCIAL DS3 Contracting Office Address: Defense Information Systems Agency, DITCO-Scott PL8222, P.O. 2300 East Drive, Bldg 3600, Scott AFB, IL, 62225-5406 Description: Purpose : It is the intent of the Defense Information Technology Contracting Organization (DITCO) to solicit and negotiate with only one source (SES World Skies U.S. Government Solutions) for the acquisition of commercial DS3 telecommunication service between Schriever Air Force Base (SSAFB), Colorado Springs, Co and Thule Tracking Station (TTS), Thule, Greenland IAW FAR Part 6.302-1. The anticipated period of performance will include a one year base period and four 1 year options periods. Market research was conducted by DISA between August 2009 and January 2011 to assess the unique technical needs of Thule Tracking Station (TTS) as well as to explore the competitive landscape and better understand the current market offering. Market research consisted of a comprehensive review of data collected from the Internet, as well as historical data. The primary objective of this research was to assess acquisition alternatives to the established history of a sole business environment for the sought service at TTS. Part of the aforementioned market research included an RFI which was posted to FBO on 21 December 2010. The RFI prompted responses from the incumbent as well as three other business concerns. A comprehensive assessment of those responses concluded all three new business concerns lacked: (a) Experience in delivering the sought service in this specific geographic location of the world (b) Capital infrastructure to deliver the capabilities proposed, and (c) A viable technical approach which could reasonably delivery service to Thule NLT 1 May 2011. SES World Skies U.S. Government Solutions is the sole owner and operator of the only satellite equipment at TTS, and also owns the facility that houses this equipment. There are no other known vendors at Thule Tracking Station who have the capital investment necessary to compete for this requirement as is established by the fact that each new market entrant's response to the recent RFI included the construction of new terminal facilities. It is the Governments intent to award a sole source contract to SES World Skies U.S. Government Solution who is the only known responsible source for fulfilling this requirement. Award to a new market entrant who does not have a proven technical capability poses to great a risk to TTS and its mission given its critical reliance on communication in this remote part of the world.
