- The US Fish and Wildlife Service, Region 1/8 Pacific/Southwest intends to negotiate and award a contract to Truckee-Carson irrigation District of Fallon, Nevada for design and construction of a water control structure on the Newlands Reclamation Project near Fallon, Churchill County, Nevada on Bureau of Reclamation(BOR) managed lands. The work will be performed in accordance with a Memorandum Of Agreement between the Bureau of Reclamation and the US Fish and Wildlife Service(USFWS) to install new water control structure for the delivery of treated effluent from Churchill County's wastewater treatment plant and other water to the west side of the Stillwater National Wildlife Refuge. Under the terms of the Memorandum of Agreement between USFWS and BOR, the Bureau of Reclamation has granted authority to the US fish and Wildlife Service to negotiate and award a contract for design and construction of the water control structure to the Truckee-Carson irrigation District who manages the Newlands Reclamation Project Area of BOR lands. Turckee-Carson Irrigation District is the only known and authorized entity who can perform this work for the government. Truckee-Carson Irrigation District is the contractor for the US Department of Interior for operation and maintenance of the Newlands Reclamation project, as well as control water delivery, allocation, and installation of water control structures within the Project. The project shall entail Truckee-Carson Irrigation District designing and constructing a water control structure in the D-2 canal along Indian Lakes Road where the canal crosses the F2/Shaffner Dam. Anticipated works include a check structure across the existing concrete-filled canal and a perpendicular 2-bay gate that will be used to spill captured effluent and drain water from the canal into the drain for delivery via Vaughn Slough to Stillwater National Wildlife Refuge. Truckee-Carson Irrigation District will be responsible for developing engineered drawings for the proposed structure which meet all current Bureau of Reclamation guidelines, and for obtaining the US Fish and Wildlife and Bureau of Reclamation's approval before commencing construction under the terms of the MOA. Upon completion the structure will be considered a facility of the Newlands Reclamation Project under the Bureau of Reclamation's jurisdiction, and will be maintained by the Truckee-Carson Irrigation District under its contract with Bureau of Reclamation for operation and maintenance of Project facilities. This announcement is not a request for competitive quotes or proposals to complete any phase of the proposed work. The US Fish and Wildlife Service intends to enter into negotiations within 5 days and award of contract is anticipated within 15 days of the posting date of this notice.
