- 1. Introduction/PurposeThe FAA has a requirement for Modernization of the Air Traffic open training program. The FAA needs to provide lower-cost and more efficient methods to train Air Traffic Controllers and technicians. FAA wants to find out what advanced technologies and learning technologies such as open standards, extensible markup language (XML), and content repositories can be easily implemented for web-based, virtual world, and voice recognition technology, are available to increase the efficiency of our controller and technical development programs for both new and recurrent training. The goal is to reduce the cost, increase proficiency- and performance-based training while improving instructor-to-student accessibility ratios. This will deliver increased performance and proficiency during all phases of training, provide virtual remote access. It will also provide students with technical feedback on their simulation performance. Any application should be easy to modify by the agency. The technologies and tools will be applied to the following areas of training: Air traffic control, basic radar air traffic techniques such as acquiring targets, vectoring, separating aircraft by altitude and distance, identifying aircraft characteristics and impact to operations, transferring communications, effect of weather on the air traffic environment, new equipment training repair, and inter- and intra-facility coordination. Technical operations alignment and improving any aspect in the entire spectrum of air traffic practical training will be considered. The lessons/scenarios should be scalable to different levels of complexity and be easily tailored to specific air traffic facilities and airspace. Scenario-based outcomes that must, at a minimum, comply with standards established by Air Traffic Control, to include minimum separation, radio procedures and phraseology, wake turbulence application, and other restrictions. The FAA is looking for sources that can use e-learning, e-coaching, collaborative development, and interactive simulations to increase the efficiency of our air traffic training programs at both terminal and en route work sites. The following tools and applications are included in this search:Methods for creating a curriculum architecture that allows for competency traceability to job tasks and training to measurable proficiency. This would support a framework for the structure and planning of training for the technical workforce that will bring together job task analysis data, curricula, and instructional guidelines.A front end job and task analysis tool and database that tracks training content to specific job tasks and objectives. This tool should have the ability to integrate with a training content management system to facilitate the creation and maintenance of training content that is aligned with tasks and objectives.Leased bundled services at a defined annual fee that provide web-based training content authoring and management, automatic software maintenance, support, and upgrades, customization and integration services, and unlimited licensing for developers and learners. The learning content management system should meet all of the previously defined requirements of the stakeholder community. 2. Incumbent Contractor (Not applicable) 3. Market SurveyThere has been no determination if there will be a procurement at this time. The acquisition strategy for the procurement has not been determined at present; the agency may consider either a full and open competition or a set-aside will be chosen depending on the responses to the market survey.This market survey may culminate in a two day demonstration of selected candidates' capabilities in Washington, D.C., on the 21st and 22nd of April 2011 (Thursday and Friday). 4. Market Research Standard (a)This is not a Screening Information Request or Request for Proposals of any kind;(b)The FAA is not seeking or accepting unsolicited proposals;(c)The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and(d)Any costs associated with the market survey submittal and any demonstration that may result from the market survey is solely at the interested vendor's expense. 5. Submittal Requirements for Market Survey(a)Capability Statement - This document is limited to not more than ten (10) pages and must identify: (i) the types of items/services provided by your firm which are same/similar to those items/services outlined in this market survey, (ii) services provided by your firm under previous contracts (provide dollar value, type of contract, start/completion dates, and customer/end-user point of contact information), (iii) number of years in business, and (iv) geographical areas where your company can provide services. (b)Business Declaration Form (attached) - Interested vendors shall complete the attached Business Declaration Form and submit it with their capability statement and (i) a narrative on compliance approach and (ii) a quality control approach to provide the required items using in-house, teaming, subcontracting, etc. 7.
