Description
Synopsis: The 20 Contracting Squadron (CONS), Shaw Air Force Base SC, under authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, intends to negotiate solely with Alutiiq 3SC, LLC, 3909 Arctic Blvd, Ste 400, Anchorage AK, 99503, the incumbent contractor, to provide a purchase order to serve as a bridge contract between the existing Awards and Decorations contract-FA4803-10-P-0060 (which expires 27 March 2011) and a new Awards and Decorations Services Solicitation-FA4803-10-R-A021. This will allow the Government sufficient time to execute the award of a new contract for Awards and Decorations. The mission of USAFCENT Unit Decoration Personnel Unit (UDPU) is to provide quality personnel to directly support field commanders, Air Force members, their families and retirees, during both peacetime and wartime, through the administration of an effective awards and decorations program. The UDPU serves as the focal point for all individual and unit award/decoration actions for all contingencies and deployments in direct support of operations: ENDURING FREEDOM, IRAQI FREEDOM, the HORN OF AFRICA, and any other Operations the COMUSCENTAF approves in the future. The disruption of this service would cause an immediate and negative impact on the mission of the USAFCENT Area of Responsibility (AOR). The current contractor is providing the USAFCENT/UDPU with non-personal services which include: personnel, supervision, management, transportation, and materials necessary in operating the USAFCENT Awards and Decorations Processing Unit in accordance with the Performance Work Statement (PWS) dated 1 July 2004. Due to the extensive lead time necessary to set a replacement contract in place, along with the significance of this requirement in fulfilling a critical segment of the USAFCENT mission, full and open competition cannot be provided for without causing a complete disruption of the USAFCENT Unit Decoration Personnel Unit services. The Government proposes awarding a sole source purchase order to ensure the continuation of the Awards and Decorations Services until a follow-on five-year contract can be solicited, evaluated, and awarded. The Government anticipates the award of a five-year replacement firm-fixed price contract on or about 1 June 2011. This document does not constitute a solicitation for offers. Requests for copies of a solicitation will not be honored or acknowledged. Pricing data is not requested or required. No contract award will be made based on responses received. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
