Description
The Mission and Installation Contracting Command, Fort Bragg, North Carolina intends to award a sole source contract in accordance with 10 USC 2304(c)(1) and FAR 6.302-1(a)(2)(ii)(A), to Scotland Aero Services, Inc. 16701 Airport Road, Maxton North Carolina for airport usage for a 12 month base period of performance and four 12 month option periods. This contract may be extended for up to an additional six months in accordance with FAR 52.217-8. This extension will be determined fair and reasonable utilizing the four option year pricing at time of award. Laurinburg/Maxton drop zone is the only commercial activity in the area with Federal Aviation Administration (FAA) approved aircraft, pilots and drop zone certified for competition by the United States Parachute Association (USPA) and meet all of the prerequisites of the US Army Parachute Teams (USAPT) statement of work. The drop zone shall be USPA certified and available 24 hours per day, seven days a week and is readily accessible to the USAPT, USAPT aircraft fleet and fully capable of meeting its operational and training needs. The Facilities shall accommodate all of the USAPT equipment. The team's training regiment requires that each team member perform an average of 8 to 10 jumps per training day, pack/inspect parachutes and perform other administrative functions (travel, meals and ground training). Facilities shall be located within a 25 nautical mile radius from Fort Bragg. Distances greater than 25 nautical miles are impractical and adversely impact USAPT mission. The airport must be able to accommodate the following aircrafts: (2) C-31A Fokker F27MK400M and (2) UV-18A DeHavilland Twin Otters. There are no commercial airways over the Laurinburg/Maxton Airport which allows take offs and landings on a routine basis therefore eliminating mission delays. All requirements must be met in order to satisfy the USAPT command mission. This is not a Request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. Determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. If you feel your firm possesses the ability to provide these supplies, then you must respond by demonstrating your firm's technical capability to meet the requirements. If no affirmative written response is received, the supplies will be awarded without further notice.
