- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12, in conjunction with FAR 13, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued for proposals and a written solicitation will not be issued. The Government intends to award a contract to the responsible vendor whose offer best conforms to the specifications, meets the Government's delivery schedule and is the most cost effective in accordance with the Evaluation Criteria. Award shall be based on the lowest price technically acceptable quotation.The incorporated provisions and clauses are those that are in effect through the latest Federal Acquisition Circular. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Clause 52.212-4 Contract Terms and Conditions - Commercial Items and Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items are hereby incorporated by reference. The provision at FAR 52.212-1 Instructions to Offerors, Commercial Items, applies to this acquisition. Offerors are reminded to include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications, Commercial Items, which can be accessed at http://www.arnet.far.gov. The successful offeror MUST be registered in the Central Contractor Registration (CCR) database to be considered for award. The CCR database may be accessed at www.ccr.gov. The U.S. Environmental protection Agency (US EPA), Region 4-Atlanta, has a requirement for the extension of Bulk Argon and Nitrogen Gas Lines in accordance with the following Statement of Work: SCOPE OF WORK for Extension of Bulk Argon and Nitrogen Gas LinesSummaryLines from our current argon and nitrogen bulk gas service in corridor SC-2 need to be extended to laboratory E114. Nitrogen lines only need to be extended to laboratories E106, E109, and D111. The lines will cross a fire wall near corridor SC-2. Lines to E114 shall be medical grade stainless steel. Lines to E106, E109, and D111 may be either medical grade stainless steel or pre-cleaned Type L copper. Piping ends shall be covered while awaiting installation to prevent debris and contamination from entering the lines. All joints shall be compression fittings. No soldered or brazed joints are allowed. All work must be done to local code specification and any commonly accepted industry standards. Work must be done with minimal disturbance to laboratory operations currently using these gas supply lines.Laboratory E106New nitrogen gas lines need to be installed in the lab for four pieces of equipment. This laboratory is approximately 200 feet from the existing gas line in SC-2. Drop down lines for each piece of equipment requires a regulator and cutoff valve. The regulators must be single-stage, single gauge, high purity regulators with stainless steel diaphragms (no neoprene). Brass or nickel plated regulator bodies are allowed. Equipment requirements follow.N-EVAP: 5 to 30 psi with 20 to 36 L/min flow rate. ASE 200: 100 to 200 psi with 1 to 2 L/min flow rate.ASE 350: 140 to 200 psi with 1 to 2 L/min flow rate.J2 Preplinc: 20 to 100 psi with 4 to 8 L/min flow rate.Laboratory E109New nitrogen gas lines need to be installed in the lab for three pieces of equipment. This laboratory is approximately 160 feet from the existing gas line in SC-2. Drop down lines for each piece of equipment requires a regulator and cutoff valve. The regulators must be single-stage, single gauge, high purity regulators with stainless steel diaphragms (no neoprene). Brass or nickel plated regulator bodies are allowed. Equipment requirements follow.TurboVapLV: 60 to 100 psi with 85 to 142 L/min flow rate. TurboVap II: 30 to 80 psi with 20 to 36 L/min flow rate.N-EVAP: 5 to 30 psi with 20 to 36 L/min flow rate.Laboratory E114New argon and nitrogen gas lines need to be installed in this lab for the operation of an ICP instrument. This laboratory is approximately 90 feet from the existing gas lines in SC-2. Drop downs of approximately 8 feet are required down the wall with single-stage, single gauge, high purity stainless steel regulators for each line and cutoff valves provided and installed. No brass or nickel regulators are allowed. The pressure needed at the instrument is 80 to 120 psi for both gases. Flow rates are 16 to 20 L/min for argon and 20 to 30 L/min for nitrogen.Laboratory D111One new nitrogen gas line needs to be installed to this lab for the operation of an LC-MS/MS instrument. The new nitrogen line will feed into an existing nitrogen generator and T into an existing air supply line. This laboratory is approximately 200 feet from the existing gas line in SC-2. The pressure needed at the generator is 110 to 120 psi. Typical instrument consumption of nitrogen is 600 to 1200 L/hr. A regulator, check valve to prevent backflow, and cutoff valve will be provided and installed. The regulators must be single-stage, single gauge, high purity regulators with stainless steel diaphragms (no neoprene). Brass or nickel plated regulator bodies are allowed. An additional cutoff valve will be provided and added to the existing air supply line.The distances and configurations given above are approximate. Lines are to be located in the service chase, as much as possible, with branches of the lines run to the labs. One main nitrogen supply line branching off to these labs is acceptable, but all lines to E114 must be medical grade stainless steel. On-site consultation is recommended to get more precise measurements, determine exact location of drops to equipment in the labs, determine the route and size of the supply lines, and to determine exact regulator requirements. Vendor will leak test the lines and repair all leaks before installation is considered complete. Vendor is responsible for repairing all damage done during installation and must repair or pay for repairs to match current conditions. Vendor shall clean the work area after installation. Unless otherwise specified in the purchase order/contract, the supplier is responsible for the performance of all inspection requirements and quality control.All interested small business are invited to respond to this requirement within 15 days after publication of this notice. Questions concerning this acquisition shall be submitted IN WRITING and e-mailed to wallace.carole@epa.gov. No paper copies of the Request for Quote will be provided. OFFERS/QUOTES ARE DUE WITHIN 15 DAYS AFTER PUBLICATION OF THIS NOTICE and may be submitted to wallace.carole@epa.gov or faxed to 404/562-8210. It is the offeror's responsibility to ensure receipt of faxes or e-mail quotes. Quotes shall include 1) a schedule (list) of offered items to include unit and total price, 2) delivery time, 3) shipping charges if applicable, and, 4) completed Representations and Certifications (FAR 52.212-3). Telephonic questions will not be answered and collect calls will not be accepted. NOTE: Offerors submitting insufficient information may be eliminated from competition.
