Description
Background: The United States Marine Corps (USMC) has procured Convective Space Heaters with 60K BTU, Model No. SHC-60K, manufactured by Hunter Defense Technologies. The SHC-60K heater has a specially designed on-board battery pack that requires charging every six months while in storage to maintain required field operability. Marine Corps Systems Command (MCSC) Product Group 16 (PG-16) is performing market research to see if there are any manufacturers/vendors capable of producing and/or providing battery charging racks compatible with the SHC-60K on-board battery pack to support the field readiness of the SHC-60K. The following are characteristics of the on-board batteries of the SHC-60K, which the charging racks must be compatible with: Battery Dimensions - 13 L x 3.38 H x 3.69 W Absorbed Glass Mat (AGM) Starved Electrolyte type battery pack consisting of 12 cells 2 Circuits the battery pack is divided into 2 separate 12 Volt Direct Current (VDC) circuits The 2 circuits allow the battery pack to operate in Series or Parallel, depending on temperature and other conditions, allowing the SHC heaters to operate in severe arctic conditions. Heat tape is woven between individual cells that warms the battery so it can be charged in arctic conditions A Resistance Temperature Detector (RTD) sensor tells the computer on-board the heater the temperature of the battery pack, which will turn the battery heater on or off. A 20-amp fuse protects each 12V DC Circuit A 9-pin connector attaches the battery to the heater electrical system, and is used for charging the battery. The following are the salient characteristics of the battery charging racks for the SHC-60K on-board battery interested parties must address in their responses to this Request for Information (RFI): Three shelves capable of charging 5 batteries per rack. 9-pin plug connection with a 12V DC battery charger. Light Emitting Diodes (LEDs) to indicate that the batteries are charging, or that charging is complete. Able to handle a constant flow of batteries being charged. Responses to this RFI should not exceed 25 pages and must contain the following information: business size, CAGE Code, probable delivery schedule, characteristics of the product(s)available, to include how they meet the salient characteristics of the charging racks and demonstrate compatibility with the on board SHC-60K batteries, picture of product, pricing for the units, and the capability to ship overseas. In their responses, interested parties should clearly mark any information they consider proprietary. Interested parties may submit any questions as well as responses to the RFI electronically to daniel.story@usmc.mil. No telephone calls will be accepted. Responses are due no later than 2:00 PM Eastern Standard Time on 15 March 2011. Submission of this information is for market research purposes only, and is not to be construed as a commitment by the Government to procure any item, or the government to pay for the information or samples. This is not a request for proposal or quotation, nor does the USMC intend to award on the basis of this RFI. No entitlement to payment of direct or indirect costs or charges will arise as a result of submission of responses to this RFI. No solicitation document exists at this time. This Request for Information is for market research only.
