Description
This is a sources sought synopsis for acquisition planning purposes. No formal solicitation exists at this time. This information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The Estimated Price is between $5,000,000 and $10,000,000. All qualified concerns that may be interested in performing the proposed project may submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation or decide on an alternate procurement strategy. The Proposed Project: The intent of the project is to construct a reinforced concrete fish barrier on Blue River, approximately mile north of the confluence of the Blue and San Francisco Rivers, within a roadless area in the Apache-Sitgreaves National Forest. Vehicles will not be allowed to drive to the site. Vehicular access is prohibited within 8 miles of the fish barrier site. A separate construction staging area near Clifton, AZ will need to be established to support construction activities on the project site. Air support is expected to be necessary. Construction of the fish barrier will include: diversion of surface flows, foundation dewatering, excavation, placement and compaction of backfill, placement and removal of concrete forms, placement of concrete reinforcing bars, drilling holes for and placement of anchor bars into surrounding rock formations, placement of approximately 1,200 cubic yards of reinforced concrete, 6,000 cubic yards of roller compacted concrete, construction of an armored flood berm and cleanup of the site and removal of all waste materials at the end of the project. Length of construction contract is 180 days. Contractors must show evidence of the following criteria:1.Bonding capacity.2.Experience in the last five years with heavy civil construction in extremely remote areas.3.Experience in the last five years with roller compacted concrete construction.4.Experience in the last five years with remote aggregate processing operations.5.Experience in the last five years with diversion of streams and riverbed dewatering operations. History of the Proposed Project: The proposed Blue River native fish restoration project complements similar projects being implemented by Reclamation and other agencies to assist in the recovery and conservation of federally-listed fish and amphibian species in the Gila River Basin. Reclamation's fish barrier construction program is mandated by a May 15, 2008 US Fish and Wildlife Service (FWS) biological opinion (BO) that addressed delivery of water through the Central Arizona Project (CAP) and its potential to introduce and spread nonnative aquatic species in the Gila River Basin. A key conservation measure of the BO requires the construction of fish barriers to "prevent or hinder upstream movements of non-indigenous fish and other [nonnative] aquatic organisms into high-value native fish and amphibian habitats" during the 100-year life of the CAP. Potential fish barrier sites were selected primarily "to protect existing populations of listed fishes or facilitate the repatriation and stocking of native fishes" into suitable habitat to achieve enhanced status toward recovery. Sources should submit statements showing ability as a prime contractor and construction services on similar projects as identified above. The capability statement shall address the work listed above and the company's ability to meet the qualification requirements with this type of work. It should also describe previous procurements performed of similar size and complexity. Additionally, all responses to this sources sought notice shall include company name and address, and represent whether it is a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business concern, DUNS number and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in terms of developing the appropriate procurement strategy for this acquisition.
