Description

Request A/E firm provide all required labor, material, equipment, and site investigations to develop construction documents to include contract drawings and specifications for the development of contract documents. Work includes construction period services and site visits. Project includes the following: 1.Replacement of approximately 70 chilled water induction units and steam convection heating units with new fan coils and new steam convection heating units to include all isolating valves, strainers traps, control valves, sensors and digital controls. Digital controls shall have a graphical user interface at the existing Niagara Digital Controls server. 2.Integration of approximately 53 existing fan coils using Johnson Controls UNC Controllers to the centralized Niagara digital controls server. 3.Controls installation to centralized Niagara digital controls server for approximately 16 existing fan coils that have unitary controls. Digital controls shall have a graphical user interface at the existing Niagara Digital Controls server. 4.Installation of a variable speed drive on AB Air Handling Unit and capacity and ductwork evaluation of AB Air Handler to determine minimum allowable summer and winter duct pressures following induction unit removals. This may require removal of static pressure reducing devices in the ductwork on existing fan coils and hallway supply diffusers. 5.Replacement of motor control center that houses AB Air Handler motor starter. Design shall include evaluation of loads that have been removed and resizing of the Motor Control Center. Design shall include placing the Motor Control Center on Emergency Power with an Automatic Transfer Switch from Building 56 Generators. A/E shall develop all demolition, architectural, mechanical, plumbing, and electrical and fire protection drawings and specifications for these disciplines and detailed construction cost estimate as required. A/E firm shall comply with NFPA, NEC and Life Safety Codes, VA Design Criteria, construction standards and other required documents for the development of these documents. Construction Standards and other required documents can be obtained on the internet at: (http://www.cfm.va.gov/TIL/) for the development of these documents. A/E will utilize VA Master Construction Specifications for preparation of project specifications. Master Specifications can be obtained on the internet at: ( http://www.cfm.va.gov/TIL). The specifications shall be modified for project design. A/E shall provide D size drawings and completed drawings will also be furnished on electronic media (CD or DVD) in 2006 Auto Cad format. A/E will include an accurate detailed construction cost estimate to permit establishment of the final cost limits for this project. A/E will conduct construction period services during the construction phase of this project. This will include site visits on request, technical support required during the construction and the submittal review process. The firm shall field verify every aspect that relates to the project, coordinate visits with the Project Manager. A/E Engineering Firm must be proficient in the use of Auto Cad 2006 and have access to Microsoft Word 5.0 or higher. Estimated time of completion is 150 calendar days. Estimated cost of construction is $2,750,000.00. Area of consideration is restricted to within three hundred (300) miles of the Jack C. Montgomery VA Medical Center, 1011 Honor Heights Drive, Muskogee, OK 74401. This requirement is a set aside for Service Disabled Veteran Owned Small Business.
